Business of Supply  Mr. Speaker, I would first say that research on carbon pricing has been done for decades. It is clearly the most efficient and effective way to reduce emissions and grow the economy. Many companies, economists, and others in Canada have been very public in their support of a market mechanism to address carbon pollution.

Business of Supply  Madam Speaker, it is fair to say that nobody would question that photosynthesis is a process and that things like trees and plants can actually act as carbon sinks, but I would suggest the member read some of the science on climate change, certainly on the issue of CO2. It is a pollutant, it is causing global warming, and the vast majority of the scientific community agrees with that.

Business of Supply  Mr. Speaker, to conclude, our children and our grandchildren should not have to foot the bill and live with all of the other challenging consequences of inaction. They deserve to inherit a clean, healthy planet. This is something that this government is working hard every day to deliver.

We promised to provide national leadership on climate change, to take action to reduce emissions, and yes, to put a price on carbon pollution.

Taxation  Mr. Speaker, putting a price on pollution is one component of our plan to address climate change and create jobs. I should note that 80% of Canadians already live in a jurisdiction that has a price on carbon. This is due to the leadership shown by the provinces, given the complete lack of action on the climate file over the previous 10 years under the previous government.

Forestry Industry  Mr. Speaker, our government has made a commitment to Canadians to protect and support biodiversity in this country and to protect the recovery of species at risk, including caribou. Our government is very focused on ensuring that Canada continues to have a robust natural resources sector that creates jobs for middle-class Canadians.

Taxation  Mr. Speaker, I would note that 80% of Canadians live in a province that already prices carbon pollution thanks to the leadership that the provinces stepped up to during the decade of inaction under the Conservative government. Provinces are using the revenue from the pricing of carbon pollution to give the money back to families through rebates, to cut personal income taxes and corporate taxes, and to invest and to create jobs in the clean growth economy.

Taxation  Mr. Speaker, I would suggest that my hon. colleague actually consult leading and thoughtful Conservatives across Canada. The Manitoba government has committed to putting a price on carbon. Ontario Conservative leader Patrick Brown has committed to putting a price on carbon. Preston Manning has talked extensively about the need to put a price on carbon.

National Strategy for Safe Disposal of Lamps Containing Mercury Act  Madam Speaker, I am pleased to have the opportunity to speak today about Bill C-238, an act respecting the development of a national strategy for the safe disposal of lamps containing mercury, which was brought forward by the member for Dartmouth—Cole Harbour. Bill C-238 builds upon efforts already under way across Canada to reduce mercury emissions to the environment.
