Fisheries Act  Mr. Speaker, I see that the intent of this bill is to enhance Canada's fish stocks and avoid unnecessary negative impacts to industries that rely on access to water, but one thing I do not see in this bill that I would have liked to see is some protection for the industries that depend on access to water.

Congenital Heart Disease Awareness Week  Mr. Speaker, as Valentine's Day approaches, people are thinking about their hearts. February 14 is Congenital Heart Defect Awareness Day in Canada, and part of Congenital Heart Disease Awareness Week from February 7 to 14. In Canada, one in every 100 babies is born with some form of CHD, making it the number one birth defect.

Health  Mr. Speaker, the Liberal government pledged to support home and palliative care in budget 2016. Unfortunately, we heard at health committee that it has done almost nothing to implement that promise. It is going to take more than wishful thinking to roll out palliative care for Canadians.

Fisheries and Oceans  Mr. Speaker, it has been 27 days since the ferry border crossing in my riding was crushed by ice from Coast Guard traffic and closed. The ferry serves as a much needed economic link between Canada and the U.S. Now businesses on both sides of the border are threatened with closure and constituents in my riding are extremely concerned.

Business of Supply  Mr. Speaker, I, like the member for Essex, have been in the House for two years. When I heard of this incident I immediately knew that we cannot accept travel over $200 and that we cannot accept anything from a lobbyist. It is clear that the Prime Minister should have known better and he had a total lack of judgment.

Business of Supply  Mr. Speaker, I would like to thank my colleague for great recommendations about what we might do. I want to ask her what she thinks of the fact that the former minister of health, when caught doing something against the rules, paid back the money in an appropriate way. The minister of indigenous affairs in the north did the same.

Business of Supply  Madam Speaker, I am a little puzzled. I need to dig into the issue a little more about how the government is open and transparent. The Prime Minister spent the whole year saying that he obeyed all the rules with respect to the conflict of interest laws. Now we find out that is not true.

Business of Supply  Mr. Speaker, I thank my colleague for the question. Clearly, everyone knows the rules. I think the rules are very good and people who break them need to pay. The Prime Minister has to pay back the money that he wasted on his vacation.

Business of Supply  Mr. Speaker, certainly there are other members who have violated the Conflict of Interest Act over time. Examples were given earlier today of members who, when the rules changed on what was allowed to be mailed out, were not aware of the changes and mailed things outside their ridings and actually had to pay those costs back.

Perhaps members of the House are aware that I have an engineering background, but what they may not be aware of is that every professional engineer in this country has to take an ethics and law exam in order to get their professional licence.

Business of Supply  Mr. Speaker, I certainly agree with my colleague's comments, especially with regard to the disturbing pattern of behaviour we are seeing with the government and the Prime Minister, from the broken promises, through the cash for access corruption, and now indeed to all these ethics violations.

I have every confidence that she likely will not answer my question. However, when it comes to the Prime Minister, his taking an illegal trip and spending taxpayers' money, we are asking him to pay it back.

Sombra Ferry Border Crossing  Mr. Speaker, on January 11, the Coast Guard escorted ships on the St. Clair River and the resulting push on the ice destroyed the Bluewater Ferry border crossing between Sombra, Ontario, and Marine City, Michigan. I immediately raised this urgent issue to the Minister of Transport, Minister of Infrastructure, Minister of Public Safety, and the Minister of Fisheries, and when they could not find funding I escalated it to the Prime Minister's Office.

Taxation  Madam Speaker, the hon. parliamentary secretary needs to understand that the Liberals are hurting small businesses instead of helping them. They reduced the tax rate slightly, but then they increased the payroll taxes on them. Now there is a carbon tax coming on top of that. When we talk about a competitive environment, we have to keep in mind that it is a dynamic situation.

Taxation  Madam Speaker, similar to the member for Saanich—Gulf Islands, my question is also from October 4 of last year. It was regarding the controversial tax changes the finance minister proposed to bring in on corporations and small businesses. One might think that because that was last October, and the finance minister consulted with people and listened to people and then updated and made the final changes, this problem would have gone away and there would not be anything to talk about.
