Petitions  The petitioners cite that Health Canada has an open file to license a Walmart-sized medical marijuana facility directly across the street from Kackaamin, a first nations family trauma and addictions healing centre. The centre is doing important work around our shared history of colonialism and residential schools, but the people were never consulted in the initial planning of this facility and have requested that this facility be located elsewhere.

Information & Ethics committee  When we first landed, the first place we visited was the dispensary, and he purchased various edibles and things. When we went back to the hotel I was given edibles. We were smoking marijuana and I was given a drink. Now, I don't know what was in the drink. I believe I was drugged, because I didn't have a recollection of it. I spoke to my mom on the phone the next day after arriving there.

Petitions  These petitioners are worried about the growing problem of the misuse and abuse of the Liberal government's current medical marijuana rules and the loopholes that exist in the designated grower program. The results are an infiltration of our communities by organized crime. There are also severe impacts on the quality of life for nearby residents.

Justice  Mr. Speaker, many residents in my riding are frustrated and fed up. Many medicinal marijuana growers are growing much more than their licences permit them to and have much more than a few plants, which is causing big problems within our neighbourhoods. All of this is happening without any proper supervision and enforcement by Health Canada.

Indigenous and Northern Affairs committee  I know there have been some initiatives here in northwestern Ontario to start greenhouses in indigenous communities. I recently visited a new facility that was growing medical marijuana here in Thunder Bay. It was all hydroponics. They use no natural light; it was all artificial light. I asked about the amount of energy it would take to run it. They said, “Not that much.”

National Defence committee  In the year following, until his death, Stuart was dispensed multiple prescriptions, but went progressively downhill and suffered nightmares and night terrors. He also began to self-medicate, primarily with alcohol, supplemented by marijuana, the latter now being an accepted and provided treatment. As his condition deteriorated, Stuart began what became a series of suicide attempts and accompanying emergency hospitalizations.

Marijuana  Speaker, there is an issue in my riding, and it is all across the country. Licences are being granted to grow marijuana in places that are not municipally zoned to grow. I have written the Minister of Health six times over the last nine months on this issue, as has the Town of Caledon. As a response, we have heard crickets: absolutely nothing.

Marijuana  Mr. Speaker, in fact, Health Canada works very closely with applicants and with the jurisdictions in which they apply to make sure that we understand that they will be upholding their responsibilities as applicants. As the member opposite knows, I communicate on a regular basis with many of our colleagues about applicants who are applying to Health Canada, and will continue to do so.

Public Safety committee  First, I apologize for my bad French. In relation to marijuana, I'll give you the Edmonton example. We're not seeing a great impact with marijuana, to be bluntly honest. We still are seizing a large amount of marijuana in the mail, which is still an issue.

Chief Dale McFee

Public Safety committee  McFee, you mentioned in a report that, in 80% to 92% of the responses, mental health problems were the issue. The people involved had drug or alcohol problems. When marijuana was legalized, the police associations said that there was a risk to the public. Have you noticed any changes since marijuana was legalized? Has there been an increase in consumption and does it result in an increase in drug-related problems?

COVID-19 Pandemic and Other Matters  We know that COVID-19 is top of mind for all Canadians, but constituents in my riding need to have some help with some other health-related concerns. Currently, a loophole in the federal medical marijuana regulations is allowing large-scale grow ops to emerge without any of the protocols to which the regular licensed marijuana producers are subject to. Area residents are forced to deal with light pollution, an overwhelming smell and safety risks.

COVID-19 Pandemic and Other Matters  Speaker, it is important that Canadians have confidence that we are properly regulating the marijuana industry, including producers of medical marijuana. I take this very seriously, and it is a priority for me. I will endeavour to look into the specific complaints and come back to her office with some resolution.

Public Safety committee  The other point I wanted to make was that decriminalization, if applied in the same way we did with marijuana, where we provide clemency, will actually give hundreds of thousands of Canadians, many of whom are indigenous and racialized and black, the ability to get back into the job market, earn a wage for their family and contribute to the tax base, which in itself is an exponential financial accelerator for us, as well as being a justice accelerator.

Chief Peter Sloly

Public Safety committee  Since the legalization of marijuana, have the cases of intoxication increased, leading to violence? Do certain communities or certain groups have more problems with use, meaning that police interventions are often linked to mental health issues involving violence?

Ethics  Mr. Speaker, there was the case of the Aga Khan, Wealth One, Liberal marijuana companies and now WE Charity. A friend is a friend. The Prime Minister is certainly not socially distanced from this ethics scandal. He could hardly be any closer. We are in the midst of a pandemic, the House is not sitting and the government is not accountable to anyone.
