Business of Supply  The NDP is basically saying, “Me too”. We are establishing emissions standards in our sector-by-sector regulatory approach. Finally, and the NDP and my colleague referred to it, is green leadership in the world. As I said this morning, and my friend may have missed those remarks, Canada is, in fact, taking significant leadership in the world, and other countries are now coming to accept our position.

Business of Supply  With regard to the Minister of Natural Resources, he has made clear on any number of occasions that he does fully accept the reality of climate change as a challenge for our country and for the world. With regard to our plan, we began sector by sector with the transportation sector, which contributes fully 25%, a quarter, of Canada's annual emissions. We have succeeded with effective regulations there that will reach out. By 2025, cars will be consuming 50% less fuel and emitting 50% less GHG.

The Environment  This is the first Canadian government to actually reduce greenhouse gas emissions, and we have separated the reduction in greenhouse gas emissions from economic growth over the past six years. Our sector-by-sector approach is working, despite the deniers on the other side.

The Environment  Speaker, I would reiterate that our government clearly and tangibly takes very seriously both the reality and the science of climate change and that is why we are achieving through our sector-by-sector regulatory approach, by investing in adaptation as well as mitigation. We are taking very seriously climate change where past Liberal governments have not and there is no indication that the NDP through its proposed $21 billion carbon tax, which would go into general revenues, would reduce a single megaton of GHGs.

The Environment  Speaker, our government takes very seriously the reality and the science of climate change. That is why we are taking urgent sector-by-sector regulatory action to reduce GHGs. This House will recall that under the previous Liberal government GHG emissions grew by over 30%. By their incoherent and costly proposed policies, there is no reason to expect that the New Democrats would do any better.

The Environment  It is the first time in Canadian history we have seen the stoppage of growth in greenhouse gas emissions, while the economy continues to grow. This is because our sector-by-sector regulatory approach actually reduces greenhouse gas emissions while saving Canadians money, unlike the NDP, which proposes an approach that would raise the cost of basic goods and everything for all Canadians.

The Environment  We are now in the midst of bringing forward standards for the oil and gas sector. These all require industry to meet identifiable goals. Our sector-by-sector approach is not like a carbon levy, which allows industry to avoid responsibility. It is not at all similar to a carbon tax, which would bury regular taxpayers under a load of taxation and government expansion.

We are advancing on our sector-by-sector regulatory approach at home, putting forward greenhouse gas regulations to significantly reduce emissions from cars and light trucks, heavy duty vehicles, and coal-fired electricity.

Arctic Council  Including measures we put in place in budget 2012, specifically to respond to oil spills we have more requirements now for people who do not meet the terms of their environmental assessments and more stringent pipeline inspections, all in the context of our sector-by-sector regulatory reform package for greenhouse gas emissions. When one is looking at countries that get the job done with regard to Arctic climate change mitigation as well as spill response and spill mitigation, it is Canada.

The Environment  Speaker, it is a new year and I get one more chance to talk to my colleague opposite about her government's record on climate change, including the fact that under the Liberal government our greenhouse gas emissions rose by 30%. By contrast, our government has put in place a sector-by-sector regulatory approach, including being one of the first countries in the world to regulate the coal-fire electricity sector where we have seen our greenhouse gas emissions actually decrease while our economy grows.

This sector produces over 600,000 jobs across the country, not only in my great home province of Alberta but in every province. It produces billions of dollars of government revenue for the very social programs that we hope to support and see sustained well into the future.

Jobs and Growth Act, 2012  We campaigned on this platform, in favour of budgets and action plans such as this. We campaigned to focus on the economy, to bring sector-by-sector change, reform and restructuring, to make Canada's economy stronger and to make our business environment the best in the world. If our eyes have not failed us, the New Democrats campaigned on implementing a $21 billion carbon tax.
