Canada Labour Code  Mr. Speaker, I am pleased to be able to ask my colleague some questions instead of listening to him talk for another four minutes. I am just keeping our colleague's joke going. I would like to hear my colleague's thoughts on the 18 months it is going to take before the bill comes into force after receiving royal assent.

Immigration, Refugees and Citizenship  Mr. Speaker, the federal government owes Quebec the $460 million that the province spent on asylum seekers, who come under federal jurisdiction. Quebec is doing far more than its share, and now it is time for the federal government to do its part. Yesterday, the Minister of Immigration, Refugees and Citizenship not only refused to settle the bill, he had the temerity to say that he was giving Quebec too much money.

Immigration, Refugees and Citizenship  Mr. Speaker, the minister is talking about additional amounts, but one has to wonder whether he has ever met with an asylum seeker or one of the organizations that support them. He will not find anyone on the ground who is saying that there is too much money for asylum seekers.

Emergency Preparedness  Mr. Speaker, I rise on a point of order. There have been discussions among the parties, and if you seek it I believe you will find unanimous consent to adopt the following motion: That the House, in view of the joint statement by the respective Premiers of Quebec and Ontario, dated November 7, 2023, regarding the federal government's public procurement of the CP‑140 Aurora replacement, call on the government to formally proceed by notice of tender before awarding any procurement contract for the new Canadian multi-mission aircraft.

Public Services and Procurement  Mr. Speaker, we already knew that the Liberals were considering excluding Bombardier and Quebec's expertise and awarding Boeing an $8‑billion sole-source contract to build military aircraft, but now the Americans are putting the pressure on. The U.S. ambassador has written to a number of Liberal ministers to ask them to oppose a competition.

Public Services and Procurement  Mr. Speaker, Quebec's aerospace industry is not asking for handouts. It is just asking to be able to compete. It is asking the federal government to give Quebec workers a chance to show their expertise before gifting $8 billion of taxpayer money to the Americans. It is only natural that the U.S. ambassador is standing up for Boeing, an American company.

Committees of the House  Madam Speaker, before I begin my remarks on the report of the Standing Committee on National Defence concerning the Arctic, I would like to briefly touch on the other debate that was supposed to take place today, on Bill C-57, which implements a free trade agreement between Canada and Ukraine.

Committees of the House  Mr. Speaker, I thank the member for Winnipeg North because he always finds a way to wake up the House, even on a Friday afternoon. We appreciate that very much. I heard him ask the Conservatives where they would get the money if they wanted to increase defence spending. The consensus in committee is that defence spending cannot be cut.

Committees of the House  Mr. Speaker, it is a pleasure to serve with my colleague on the Standing Committee on National Defence, where something rather remarkable happens often, that is, members reach a consensus. One thing that came up a lot during our study on the Arctic and other studies we have done, particularly during discussions of the spy balloons intercepted over Canada, is the fact that Canada's Arctic radar coverage is very poor.

Canadian Heritage  Madam Speaker, yesterday, TVA announced the elimination of 547 jobs. This is a dark day for both the company and Quebec television. The Bloc Québécois stands in solidarity with the men and women who are being laid off today after giving of their time and talent to TVA for years.

Canadian Heritage  Madam Speaker, yesterday, Pierre Karl Péladeau made it clear that the traditional television business model is broken. We have to go back to the drawing board. Television, radio and newspapers all face the same dilemma. Unless we make a fresh start and acknowledge the scope of the crisis facing our media industry, our access to information, to our creators and to our culture will come under threat.

Canada-Ukraine Free Trade Agreement Implementation Act, 2023  Madam Speaker, I thank my colleague from Calgary Nose Hill for her speech. I heard her make various comments about the content of the agreement. More generally speaking, we know that MPs have almost no power to change the content of international treaties. They can only agree or disagree with the agreement.

Immigration, Refugees and Citizenship  Mr. Speaker, in a response to a question from the Bloc Québécois yesterday, the Minister of Immigration, Refugees and Citizenship said that questioning Quebec's capacity to integrate immigrants showed bad faith and was essentially a refusal to listen to what is going on. Let me tell members what shows bad faith: setting record immigration thresholds without even trying to determine our integration capacity.

Immigration, Refugees and Citizenship  Mr. Speaker, the Bloc Québécois motion that the minister will be supporting later today is about successful immigration. Immigration cannot be successful when thresholds do not take integration capacity into consideration. Indeed, the Conference Board of Canada indicated yesterday that the number of disappointed immigrants who end up leaving Canada has skyrocketed.

Immigration, Refugees and Citizenship  Mr. Speaker, Quebec has confirmed that it was not consulted. This means that the immigration thresholds that the minister will unveil shortly do not take into account the availability of health care. They do not take into account space in our schools. They do not take into account child care spaces.
