Points of Order  Mr. Speaker, I will do so with pleasure. I was simply saying that respect for official languages, and French in particular, is very important to me, so much so that I decided to join the Liberal Party rather than the Conservative Party, which, for 10 years under Stephen Harper, systematically appointed unilingual anglophones to our institutions and which is still refusing to appoint bilingual judges to the Supreme Court.

National Impaired Driving Prevention Week  Mr. Speaker, every day, on average, four Canadians are killed by an alcohol- or drug-impaired driver. Every year, impaired driving is the leading criminal cause of death and injury in Canada. During the third week of March, we focus on preventing alcohol- and drug-impaired driving.

Questions on the Order Paper  Mr. Speaker, from December 2019 to January 26, 2021, with regard to (a), PBC received 37 applications for expungement. With regard to (b), 10) applications were accepted as eligible, and expungement was ordered for nine of them, 90%. The remaining application was refused because, upon investigation, the activity for which the person was convicted remains a criminal offence under the Criminal Code.

Questions on the Order Paper  Mr. Speaker, our government is committed to ensuring that our border remains open to legitimate trade and travel while closed to those who seek to traffic or smuggle weapons or drugs. Following significant cuts by the previous Conservative government to our security agencies, in the last Parliament our government announced an investment of $327 million to combat gun and gang violence, with $86 million to prevent cross-border smuggling of illegal firearms.

Public Safety  Madam Speaker, nothing could be further from the truth. We are in no way targeting legitimate, law-abiding firearms owners, such as hunters and farmers. That is neither our intention nor the effect of the bill we introduced. We know the Conservatives want to weaken gun control in Canada, whereas we have always sought to strengthen it.

Public Safety  Madam Speaker, the list of terrorist entities is an important tool in preventing crime in Canada and granting authority to our intelligence agencies. We rely on the expertise of those agencies to ensure that any new organizations are added to the list, and I can assure members that our intelligence and law enforcement agencies are doing an outstanding job of protecting Canadians and keeping us safe.

This report addresses the RCMP's use of specific provisions of the law enforcement justification regime, as set out in sections 25.1 to 25.4 of the Criminal Code.

Public Safety  Madam Speaker, I want to reassure all hunters, farmers and sport shooters they are not being targeted in any way and that we have the greatest respect for them. Our bill actually targets criminals who are smuggling and trafficking firearms. The Canadian Association of Chiefs of Police says it wholeheartedly endorses all efforts to strengthen border controls and impose stronger penalties to combat firearms smuggling and trafficking.

Public Safety  Madam Speaker, Bill C-21 is an important step towards better gun control in our municipalities and elsewhere. It fulfills a commitment we made during the last election campaign to give municipalities more power so they could, for example, ban the storage of handguns within their boundaries.

Public Safety  Madam Speaker, I want to thank my colleague from Brome—Missisquoi for her question. I know that this issue is especially important to her. I think it is safe to say that no other government has done as much to improve gun control in Canada. For example, our Bill C-71 enabled background checks.

Questions on the Order Paper  Mr. Speaker, with regard to (a)(i), the Canadian firearms program stopped data entry of new applications for possession and acquisition licences into the Canadian firearms information system by the central processing site the week of March 16, 2020. Chief firearms officers continued to approve applications that had already been entered into the Canadian firearms information system.

Reduction of Recidivism Framework Act  Madam Speaker, I am pleased to participate virtually in this debate on Bill C-228. This is an important bill. As my colleague from Hull—Aylmer already said, the government will support this bill and will recommend that it be referred to the Standing Committee on Public Safety and National Security for a more in-depth study.

During question period, we heard members heckling online while other members were answering. I am thinking of the member for Medicine Hat—Cardston—Warner, who treated another member as a clown.
