Immigration, Refugees and Citizenship  Mr. Speaker, in May 2022, an IRCC committee tabled a report that noted overt and subtle racism at its offices abroad, especially at posts where visa decisions were delegated to locally engaged staff, such as in South Africa. It has come to my attention that an unofficial filter system has been incorporated in that country.

Ukraine International Airlines Flight PS752  Mr. Speaker, on July 11, this Sunday, a rally will be held on Parliament Hill by 2,000 Iranian Canadians to again protest the failure of the Canadian government to get justice from Iran for the January 8, 2020, shooting down of flight PS752. That horrific act murdered 176 people, 55 of whom were Canadian citizens and 30 of whom were permanent residents.

Questions Passed as Orders for Return  With regard to the Recovery Fund for Arts, Culture, Heritage and Sport Sectors under budget 2021, and the amendment to the contribution agreement for the funds awarded to the Harbourfront Centre in Toronto signed on November 10, 2022: (a) what specifically did the amendment change in the initial schedule and the initial project list; (b) how did the amendment respect the contribution agreement requirements and fiscal responsibility towards the project; (c) how did the amendment represent good stewardship of public funds; and (d) did the amendment reference the need for the Harbourfront to consult with the public on the changes to the schedule and the project list?

Foreign Affairs  Mr. Speaker, today marks 1,241 days since the IRGC murdered 55 Canadian citizens and 30 permanent residents among 176 people killed when Flight PS752 was shot down. One of them was my friend. Last year, on the 1,000th day, Iranian Canadians came to Ottawa to get justice for those innocent victims and get action on Iranian operatives who threaten and intimidate Iranian Canadians on our own soil.

Business of Supply  Madam Speaker, I want to read into the record an analysis by the Hon. Dan McTeague. He spent 18 years serving in this place as a Liberal MP, and he now serves as the president of Canadians for Affordable Energy. He states, “The Clean Fuel Standard is simply another tax grab by this government that will raise the cost of everything with no benefit to the environment.”

Democratic Institutions  Madam Speaker, we are here this evening past midnight to debate a vitally important matter. We are here this evening again because we see the blissful ignorance of the government in permitting Chinese state-owned enterprises to acquire control over Canada's mining industry. It is more unconscionable when it is impossible for Canadian companies to acquire mining land claims or control over any Chinese company, especially involving critical minerals.

Canada Early Learning and Child Care Act  Madam Speaker, I agree with my colleague. I think one of the big gaps right now is the lack of a labour workforce strategy to ensure not only that there are staff to take care of the children, but also that they are compensated appropriately for the important work they do. That is why one of the comments I focused on, in terms of my remarks, was that, given the labour shortage, the government should not cut out the private sector.

I want to use this opportunity to actually discuss the previous point of the member who had spoken before me, with regard to the council. I think one of the best indications of one's future actions is how they have conducted themselves in the past.

There is no point in affordable, high-quality child care if there are no spots available.

This would not force the government to act, just like the March 23 motion calling for a public inquiry that the member proudly referenced. That was also non-binding.
