Sikh Heritage Month Act  Mr. Speaker, I am pleased to take part in the discussion on Bill C-376, an act to designate the month of April as Sikh heritage month. I want to begin by acknowledging my Sikh colleagues on both sides of the House who share their culture with us day after day. I am a French Canadian from the greater Charlevoix region.

Justice  Mr. Speaker, during question period yesterday, the Prime Minister asked us to listen to Tori Stafford's family. That is what we have been doing since this debate began. We are listening to the family, and we are their voice in the House. Tori's father wants to see the criminal who heinously took his daughter's life back behind bars.

Justice  Mr. Speaker, I thank my colleague for her question. That is a fact. My daughter had a baby while in a common-law relationship and not married. The bill needs to properly reflect the reality of Canadian couples. More and more couples in Quebec are living in common-law relationships, but that is not the case in every province.

Justice  Mr. Speaker, I thank my colleague for his question. A lot of numbers have been thrown around. I agree that people who owe payments must make them, but incentives are needed. Personally, I think Bill C-78 is a pretty good bill. However, it does have two points that contradict one another, and I wonder whether my colleague is aware of this.

I have been divorced for 27 years and am the proud single mother of two daughters who are now 30 and 29. I know how outdated the Divorce Act is. No changes have been made to it in many years.

Justice  Mr. Speaker, Terri-Lynne McClintic committed a heinous crime when she viciously murdered 8-year-old Tori Stafford, who had her whole life ahead of her. This is a wound that will never heal for Tori's parents. This woman was found guilty of first degree murder and was sentenced to 25 years in prison.

Business of Supply  Mr. Speaker, thanks to the Victims Bill of Rights, victims are now protected, or at least they are supposed to be. Unfortunately, I do not think the government oppositive even bothered to read the Canadian Victims Bill of Rights, which received royal assent in 2015. I do not understand how, in 2018, in Canada, people would rather blindly stand up for criminals.

Business of Supply  Mr. Speaker, I will be sharing my time with the hon. member for Medicine Hat—Cardston—Warner. I would just like to say that my father was a warden and my mother was a detention officer. How many times did they tell me that victims have no rights in Canada? I have no words to describe the fact that I actually have to rise today to make the Liberal government listen to reason so it can finally correct the situation that we have been condemning for nearly two weeks.

Justice  Madam Speaker, in response to my colleague across the aisle, I would say that words are all well and good, and evidence-based decision-making is all well and good, but marijuana will be legal in two weeks' time. A great many people gave evidence before the committees to talk about all this.

For over two years, Canada has faced an unprecedented opioid crisis that has taken nearly 3,000 lives so far, according to the Public Health Agency of Canada.

Justice  Mr. Speaker, when the Liberals came to power in 2015, the woman who murdered eight-year-old Tori Stafford was locked up, behind bars, in prison. Today she is residing at a healing lodge, where children often stay for visits. It is unacceptable. The Prime Minister is well aware that he is the only one that can reverse this decision.

Charles Aznavour  Mr. Speaker, he soothed us with his voice, his lyrics, his passion. I am talking about my favourite French singer of all time, my idol, Charles Aznavour. I was six or seven when I first heard his music. That song, La bohème, still brings happiness today. His melodies and soulful lyrics were so enthralling that even today they make us want to hum those songs and reflect on treasured moments.

Justice  Mr. Speaker, the Canadian Victims Bill of Rights is a supra-constitutional statute, which includes the right to information for victims and their families. It is unacceptable that Tori Stafford's parents were only informed after their child's killer was transferred. They should have been informed much sooner.
