The Budget  Speaker, I listened intently to the speech by the member. It is interesting that there was no mention of northern Ontario, FedNor, or the Ring of Fire in this budget. The Ring of Fire is $60 billion, and the government cannot come to the table. There were a number of NDP MPs up there last Friday. We talked to the stakeholders who, in unison, said that the federal government was absent; so I was hoping there would be some mention of that in the budget.

I do not want to embarrass him, but this is why I go back to the issue of governance. We need to deal with this issue of governance. The issue that we are talking about is the breach of faith.

Economic Action Plan 2014 Act, No. 1  Well, at the very same time, we see a boom in the commodities sector, the extractive industries in oil and gas, and in mines, in a huge swath of northern Canada from the offshore oil projects in Newfoundland and Labrador to Muskrat Falls hydroelectricity to iron ore developments and other mines in Labrador. I am also thinking of all the mining projects in northern Quebec. There is the Ring of Fire in northern Ontario, and projects all across the northern span of the Prairie west. My friends from Provencher and Brandon—Souris know very well the huge growth as a result of the Bakken reserve in southwest Manitoba that extends into Saskatchewan.

Business of Supply  It was about the exporting out of Ontario of raw resources. This is the issue. It is the same when we talk to people about the Ring of Fire. I have yet to meet a miner or a miner's family anywhere in northern Ontario who says their idea of mining is to get it fast, get it out of the ground, dump what we want behind and ship it out without refining it.

In fact, I visit Webequie First Nation with the Minister of the Environment. We saw a small business centre there. We saw first nations elders and youth and a college-diploma first nations person doing cultural mapping for the development of the Ring of Fire.

The Budget  My hon. colleague from Nipissing—Timiskaming talked earlier about FedNor, saying that the status quo is good enough. Actually, the status quo is not good enough. When we are keeping the Ring of Fire at bay because there is a lack of leadership, that is not good enough for northern Ontarians. We need the government to act on, to jump on, and to support economic growth in northern Ontario, but this budget does not do it.
