Industry committee  Sir, you haven't been there that long. We set that aside, and we were able to work for the veterans. And in the manufacturing, we were able to work on a unanimous report. So now we've had two. I thought we were, and hopefully we were, working in the same system in the telecommunications report as we had been in the manufacturing.

Industry committee  Thank you. I'm just trying to review where I left off. I'm going to carry on a little bit with what Mr. Van Kesteren has talked about, because the whole purpose of this committee is not to delay and make things more difficult for our telecommunications people, it's not to take away the advantage for our consumers; it's to give them the best that they can have in telecommunications.

Industry committee  Will I?

Industry committee  I am actually disappointed about the way this thing is going. When I came today, I thought we were going to sit down and talk about recommendations put forward by the Bloc. When I asked about this earlier, nothing moved forward other than the fact that we'd gotten off track into a discussion that took us away from any direction or moving ahead, other than trying to set up something that led to a motion that's going to request that the minister withdraw his order.

Industry committee  This is not about the English or French text. I guess we can go to the House for anything we want to do--regulatory or legislative--but we usually go to the House for legislative changes rather than regulatory changes. This motion would basically direct the minister to forgo, avoid, and neglect his responsibilities and legislative obligations for April 6.

Industry committee  Thank you. I have a couple of quick ones. First of all, to Mr. Vanier, the policy report that is out.... Other than that there may be some concern of what it might do to some costs, how does this policy affect you?

Industry committee  Okay. I guess yours is set up for research and education. A question to Mr. Krewski, and I apologize, I had to step out. You mentioned earlier there was no clear indication in your comment that radio--I don't know, is it radio signals or waves?--didn't pose a health risk in any of the research you've done.

Industry committee  Thank you. That's a good question.

Industry committee  Thanks. That's all I have, Mr. Chairman.

Industry committee  One more: I'm curious about the rule. From my understanding and interpretation, if you have the three test and it isn't met, the regulations go back in and you stay in place.

Industry committee  The regulations will stay in if the test of three can't be met.

Industry committee  Then it doesn't get deregulated. And that wasn't the impression I was left with, based on some of the comments that were made by you, that it would just fail.

Industry committee  Thank you. I may split my time; I'm sorry, but I'm running out of voice here. I have one quick question, and then I may defer over to Mr. Arthur, if that's okay. On existing regulations under the CRTC, I think we understand that there's going to be deregulation. I think what I'm hearing is that it's a timing issue.

Industry committee  What is the penalty, $15 million?

Industry committee  Mr. Minister, this whole process that we're going through is actually very much about the consumer and trying to provide a service that we use at a better value and a better price, with quality service for the consumer. I'm wondering what feedback you've been receiving from the stakeholders on the policy directives you've put out.
