Normally, what we would do, if we got to that situation, is we would refer the case to an enforcement officer, or it would be at a port of entry. It is rare, but it's not unheard of that a CIC officer.... I don't know if you would want to...?

Public Safety committee So if a client comes to an inland office, a CIC office, and we become aware that there's a criminal record or something, we would normally refer that case over to CBSA, but there are cases sometimes where a CIC officer might write the inadmissibility report and pass it on. We could give you a sense of that.

Citizenship and Immigration committee I would just note, though, that our systems before global case management didn't really track the reasons for refusal, so we can probably look at advice we might have received. I think the Auditor General said that less than 1% of cases are refused for security reasons. I'm not sure that we're going to be able to go very far.

Citizenship and Immigration committee I guess I would comment that it's difficult from the standpoint of the bona fides. We're measuring intent. Unfortunately, officers have to look at past practices when they consider intent. Unfortunately, if a large number of people who fit that sort of characteristic have come and gotten visas and then stayed illegally, that makes it harder for people who are in the line.
