Incorporation by Reference in Regulations Act  Mr. Speaker, Bill S-2 does lay out a regime of when open or ambulatory incorporation by reference is appropriate, and when closed or static incorporation by reference is to be the case. This would allow all of us here to have a better understanding of when this drafting technique is used.

Incorporation by Reference in Regulations Act  Mr. Speaker, obviously that is why we have two Chambers. Bicameralism allows us to go through each bill to see what the other House has made as far as suggestions or amendments, and to see if they are appropriate. It helps to move a much more learned debate. I look forward to seeing this legislation go to committee, and I also look forward to that member bringing forward specific concerns.

I would first like to thank the Parliamentary Secretary to the Minister of International Trade for describing me as passionate about regulatory burdens on our small businesses.

Military Contribution Against ISIL  Mr. Speaker, I have to cite my admiration for this member. He is a very eloquent speaker. He spoke on the whole spectrum of the efforts of the Canadian government, which have been presented to this House, so we can fully debate them. He covered everything from humanitarian aid, of which I know many members opposite are very supportive, all the way to an advisory role so that the Iraqi regional and national forces are able to try to fight back on the ground, and also air strikes, which would be done in concert with many different partners.

Business of Supply  Mr. Speaker, I asked a question earlier of his colleague, the member of Parliament for Toronto—Danforth, and I want to ask him a very similar question. The NDP has talked many times in this place about the importance of consultation, whether it be consulting with a group affected by a piece of legislation.

Business of Supply  Mr. Speaker, I have heard in this chamber many times that the NDP believes that it is important to consult, whether it is with stakeholders about a particular bill or just the general idea of consultation. My concern is that if the amendment that has been proposed today was conceivably to be approved by this place, it might put a Speaker, such as yourself, in a politically divisive situation.

Canada-Korea Economic Growth and Prosperity Act  Mr. Speaker, I appreciate the member opposite and find him to be a very reasonable and very kind gentleman. However, I am confused. The New Democrats say they do not like certain measures of this agreement and they have concerns around the auto provisions, but they will encourage the Korean companies to set up shop in Canada.

Canada-Korea Economic Growth and Prosperity Act  Mr. Speaker, I would like to thank the member for his speech and particularly for his last intervention, in which he talked about trade being good for all Canadians. Many people may not know that South Korea sells steel rebar, which is used to create buildings. Lowering tariffs would reduce housing costs for people in people in British Columbia, something that I am very supportive of.

Canada-Korea Economic Growth and Prosperity Act  Mr. Speaker, British Columbia, my home province, is closer to Korea than any other part of Canada. We have many people who have immigrated and are now proudly Canadian. In my own riding of Okanagan—Coquihalla, we have cherries, we have wine and we have many other agrifoods that could go to Korea.

Business of Supply  Mr. Speaker, I thank the member opposite for her speech. Hearing the 1990s recast in a completely different light was quite enlightening to me. I do think, as the member has mentioned, that evidence-based policy should be a goal of all parties. I agree with that. Let us start with some evidence from the 1990s.

Protecting Canadians from Online Crime Act  Mr. Speaker, I have young children who range from 2 years old to 17 years old, so I understand some of the concerns that the member opposite has, particularly around protecting our youth. However, it seems that the NDP continue on different tracks, and it is quite confusing to this side.

Access to Information  Mr. Speaker, in 2012-2013 our government set a number of records for openness and transparency. This government processed a record number of access to information requests, released a record number of materials, and had improved turnaround times. Our government processed nearly 54,000 access to information requests, which is a 27% increase over the previous year: over 10,000 more requests.

Red Tape Reduction Act  Mr. Speaker, welcome back, and welcome to everyone in this place. I want to thank the member opposite for his speech today. Obviously he spent some time discussing small business with his constituents and hopefully with others, which is a good thing. What I question is whether he has studied the bill.
