Public Safety committee  They will, I'm sure, make their views known if they're feeling it's under-resourced. In some ways, frankly, the heavy resourcing will be the response of agencies like the ones here today, plus others, in responding to their requests.

Public Safety committee  I will answer first, and then I will give the floor to Mr. Hill. First off, I think the minister's been clear on this question, recognizing, as you say, that every country has the right to establish the standards around which it lets anyone in. It wouldn't be appropriate, frankly, for us to counsel the U.S. about changing their approach, in the same way it probably would not be appropriate for them to counsel us on our approach on any of the issues we've discussed today or might discuss in the future about entry decisions that are made by the Government of Canada.

Public Safety committee  No, I was just describing the feedback from the consultation process. I think any objective observer would say that there are communities that are underserviced, and that's a policy decision that the government is going to have to deal with going forward. There are also issues around the level of servicing in some communities.

Malcolm Brown

Public Safety committee  I mean an expansion of services either in communities where the services are already provided or in communities where the first nation policing program is not yet present. The government continues to consider how to respond to those needs, but I think they are quite well documented, and there is an important first tranche of it, I would say, in the 2017 budget, and as a consequence, there are other elements, as you mentioned, in the supplementaries.

Public Safety committee  I think it's important that Anne reply to your specific question. Then I can describe what the funding is for community-based reintegration of indigenous offenders.

November 9th, 2017Committee meeting

Malcolm Brown

Public Safety committee  I'll start and then perhaps share some of the response with Gilles. The government has undertaken a consultation process with indigenous communities across the country. The budget announced additional funding for first nations policing. The minister has continued, I would say, to meet with and engage with, and the departments continue to engage with communities.

Public Safety committee  We don't include anything; the government includes it. The government made a decision.

Malcolm Brown

Public Safety committee  Absolutely. I think the network and the community are assessing this all the time. It's also tightly interconnected, so if there is a vulnerability that emerges in a sector that people haven't been paying attention to, it's not an issue to be bringing this to the fore. For example, without getting into specific details, there are some sectors that are much more developed and robust in their assessment of risks and that kind of thing, and other sectors that are not.

June 12th, 2017Committee meeting

Malcolm Brown

Public Safety committee  Sure, though in fact in some ways, cutting across the whole question of critical sectors, are horizontal issues like cybersecurity. You have a very robust sector like the financial services sector, and there are a lot of publicly available examples where the financial services sector has identified cybersecurity as a horizontal issue that makes them vulnerable.

Public Safety committee  I would prefer not to get into a ranking because of my previous comments about identifying risks for people who might not be our friends.

June 12th, 2017Committee meeting

Malcolm Brown

Public Safety committee  Now you're asking me a question that's really a conversation between me and the minister, or between you and the minister. It's not the first year; I believe it's really been the last two to three years. I can assure you that there is pretty good value for money for this relatively modest investment, and we're managing pressures because of the significant foreign investment that's in—

Public Safety committee  I'm sure we'll factor that into the assessment that's put before cabinet.

June 12th, 2017Committee meeting

Malcolm Brown

Public Safety committee  Yes, absolutely.

June 12th, 2017Committee meeting

Malcolm Brown

Public Safety committee  I can get you the specific definition, if you like. We can work through the minister's office and share the specific definition. In reality, it's quite broad. It includes the health care sector, energy, electricity, financial services, and telecommunications. It is transportation and the full range of transportation.

Malcolm Brown

Public Safety committee  Oh, absolutely.
