Canada-Israel Free Trade Agreement Implementation Act  Madam Speaker, I thank my colleague for the observation, because it is really at the heart of why we sign trade agreements. We talk a lot in Canada, and so we should, about how we distribute our wealth. We have robust discussions about how much should go to health care, to infrastructure or to universities, and I might argue that more should go to symphony orchestras, but we do not spend an awful lot of time talking about wealth creation.

Canada-Israel Free Trade Agreement Implementation Act  Madam Speaker, it is extremely important. Historically, we have left too much on the table and have not encouraged enough, made aware enough or nurtured enough small and medium-sized enterprises to take full advantage of these opportunities, so we will do more. Over the coming months, we will talk to Canadians about how we will do more, understanding exactly what the hon. member has highlighted in a very important way, that first comes awareness and then comes capacity.

Canada-Israel Free Trade Agreement Implementation Act  Mr. Speaker, I had several opportunities over the last number of weeks to talk to international business leaders about Canada's competitiveness. They said to me that, on regulation and on taxation, it is a bit of a wash. One could make an argument one way or another that the United States or Canada might be more competitive.

Canada-Israel Free Trade Agreement Implementation Act  Mr. Speaker, I would like to thank my hon. colleague for his spirit of collegiality. When he was critic and I was minister of natural resources, we travelled to many places around the world. I have learned from him and really do value his friendship. On the issue of territoriality, no amendments were made to CIFTA's original definition of Israel's territory.

Canada-Israel Free Trade Agreement Implementation Act  moved that Bill C-85, an act to amend the Canada-Israel Free Trade Agreement Implementation Act and to make related amendments to other acts, be read the second time and referred to a committee. Mr. Speaker, I would like to begin by adding my voice to the eloquent words of others earlier on in the House today expressing their horror at the tragedy in Pittsburgh over the weekend taking lives only because Jews were targeted.

International Trade  Mr. Speaker, I would like to thank my colleague from Newmarket—Aurora for his excellent work. I would also like to thank my Conservative colleagues opposite, especially the hon. member for Abbotsford and senators who helped me with the swift ratification of the CPTPP. Today, we formally announced that Canada has completed the necessary steps to ratify and implement the deal.

Finance  Mr. Speaker, when the Harper Conservatives chose to bail out Chrysler in 2009, they had no intention of ever recovering the loan. The deal the Conservatives made actually approved 100% of the loss at the exact time that they handed out the bail-out money. Our government exhausted all possibilities for recovery from the old Chrysler.

International Trade  Mr. Speaker, I am trying to understand the Conservatives' position on China. On Monday, they told us that we were way too close. On Tuesday, they said that we were not close enough. However, we probably can agree on one thing; that a $40 billion investment that will send clean Canadian LNG to Asia is good for us, it is good for the planet, and we do not have to ask anybody for permission.

International Trade  Mr. Speaker, Canada gave up none of its sovereignty in this deal. We have the capacity to enter into agreements with any country in the world when we believe it is in Canada's interest. By the way, these provisions apply to all three countries that were party to the negotiation.

International Trade  Mr. Speaker, since CETA came into effect one year ago today, Canadian exports have increased by $1.1 billion over the year prior to CETA. That is trade flowing on everything from chocolate to lumber to services. By putting the interests of the middle class first, more Canadian companies are benefiting from unprecedented access to half a billion consumers.

International Trade  Mr. Speaker, I would like to thank my colleague from New Brunswick Southwest for her excellent committee work. We have made it clear that our government is committed to the implementation of the CPTPP. This trade agreement will open a market of 500 million consumers, which will result in growth and jobs for Canadians.

Comprehensive and Progressive Agreement for Trans-Pacific Partnership Implementation Act  Mr. Speaker, I just have a small correction, if I could, for my friend and hon. member: It is international trade diversification. That is a very purposeful and important word, and it leads to an answer to her question. Canada must always retain the capacity to respect the rules of the world trade order.

Comprehensive and Progressive Agreement for Trans-Pacific Partnership Implementation Act  Mr. Speaker, as the member knows, I have had the privilege for the last two and a half years, almost three, of working with the people of northern Alberta, working with the energy workers of northern Alberta. In my travels around the world, and most recently in the Asia-Pacific, I know there is a real appetite to have more serious conversations about the resources that are so important to the member's constituents, his province and indeed for all Canadians.

Comprehensive and Progressive Agreement for Trans-Pacific Partnership Implementation Act  Mr. Speaker, my fellow Manitoban understands how dependent we all are on international trade and how important it is for us to diversify markets. However, it is important to add another dimension to the answer and the discussion. We spend an awful lot of time talking about how we distribute the national wealth.
