Public Accounts committee  For layman's purposes, let's say you need $100 for retirement. It's saying it's underfunded by $10. Does that mean the government has to raise $10 by the time that total fund is short, or does that mean we expect it to be full by the time it is paid out, and that by that time, we will have that $10?

Public Accounts committee  Then how do you account for the Phoenix overpayments or underpayments? Is there an accurate payroll at the end of the year, or do we estimate and expect to resolve it in the following year; i.e., do we use contingencies? If we're saying there's $260 million perhaps overpaid, and $300 plus a million underpaid, how do departments accurately calculate their payroll expense for the year?

Public Accounts committee  To the Auditor General, how is this program different from other accountability mechanisms, say, in immigration, with the settlement agencies that do employment training? There is also ESDC, which does it for other non-indigenous actors. Are they tracking in a better way than this program is tracked?

Public Accounts committee  My last question is this: Is this just an issue of denial, of not wanting to state that the effectiveness percentage of those programs is low, and therefore program directors are trying to find a number that shows a higher success rate, or is it specifically a problem with these types of programs?

Public Accounts committee  Thank you. My first question is to you, Mr. Flack. You were saying that now you're going to use SIN numbers as data but be anonymous in doing that. Was that not available before? That seems like an old way to track where somebody works and to see the success of it. I'm a rookie at this, but there are people who have been here for a while, and this is an epidemic problem.

Public Accounts committee  Thank you, Ms. Thomas and Judge Advocate General. I'm the son of an officer. I know how military training works. I grew up in a household where my dad had those standards and we all had to adhere to them. I'm also a lawyer, so I know how justice delayed is justice denied. Timely disclosure and performance measurements are all basic departmental requirements, whether you do them on Excel or in a fancy computer.

Public Accounts committee  My concern is that I'm a father of two daughters. There are women officers in the room and you're both distinguished women in the military. I don't want another story where women, who bring about their assault charges or harassment claims within the military, which have been rampant, are not getting justice or that justice is denied.
