Tobacco and Vaping Products Act  Madam Speaker, I did consult the tobacco industry. As the volumes have dropped in its production, it exports almost 50% of its production to the U.S. The concern the industry had was whether the bill would keep it from being able to produce packaging that was colourful and lovely to sell to a different country.

One of the things that will be really important with this bill is enforcement. Part of the problem with the contraband discussion we have had today is that the current law about who can produce and distribute is not being enforced.

Tobacco and Vaping Products Act  Madam Speaker, I have another question that has to do with one of the topics that was raised earlier, about popcorn lung and the negative effects that vaping can have, especially some of the flavours that have an additive in them. I am wondering if the member would agree that when this is sent to the committee, it ought be considering specific ingredients that should be prohibited in vaping products.

I heard members on the other side passionately declare that they want people to stop smoking because it is bad for them.

Tobacco and Vaping Products Act  Mr. Speaker, when it comes to plain packaging, in my riding, on reserve, there are little white cigarettes in plastic bags. I do not think we can get any plainer than that, and it does not seem to be having any impact on the people who want to smoke. I am interested to ask the question about public education.

Tobacco and Vaping Products Act  Madam Speaker, I agree with many of the things my colleague opposite said about the vaping industry, the need for regulation, and the importance of including all the different technologies that have come out, such as nicotine sticks that are not being smoked but are burned. I wonder if he was aware that France and Japan, two countries that have implemented plain packaging, have come out with commentary.

Child Health Protection Act  Mr. Speaker, I would like to thank the member for his work on the health committee. Everyone is in favour of reducing obesity. However, Quebec has had this implemented for 40 years, and it has had no effect on the obesity rates. The same is true for Chile and the U.K. What fact and evidence-based science does the member have to show this would actually reduce obesity?

Salaries Act  Mr. Speaker, the truth of the matter with respect to Bill C-24 is this. Two years ago, the Liberal government decided they were going to do what they wanted to do and remove the six economic development ministers, to instead pay the junior ministers the same as the senior ministers without any parliamentary oversight whatsoever, showing a total disdain for this House.

Questions Passed as Orders for Returns  With regard to letter from the Minister of National Revenue on July 31, 2017, that stated “with consideration given to recent advances in technology, adults who independently manage their insulin therapy on a regular basis are unlikely to meet the 14-hours-per-week requirement” and the decision to clawback the disability tax credit from diabetes patients: (a) which section of the Canada Revenue Agency (CRA) recommended this finding; (b) what specific recent advances in technology is the Minister referring to; (c) which stakeholders, if any, were consulted in advance of this change; (d) did any stakeholders object to this recommendation and, if so, which ones; (e) what medical advice did the CRA seek in order to support this finding; (f) does Health Canada consider diabetes to be a serious enough condition in order to meet the 14-hours-per-week requirement; (g) was the Minister of Health consulted in regard to the CRA decision, and if so, was the Minister of Health in favour of the CRA decision; (h) how many diabetics are estimated to be impacted by the CRA decision; and (i) what is the yearly estimated increase in tax revenue as a result of the CRA decision?

Salaries Act  Mr. Speaker, not that my question will make any difference, since all of the measures in the bill have already been introduced two years ago, without any parliamentary oversight, but the member opposite went on about how there was so much tourism opportunity in Canada that we needed to have a full minister, and there was so much to be done in the area of small business that we needed a full minister.
