Greece  Mr. Speaker, my question is for the Minister of Foreign Affairs. Thessaloniki is Greece's second city, capital of Macedonia and the contemporary gateway to the Balkans. It is designated the European heritage city for 1997. Considering the size of our Greek-Canadian community and the increasing trade links between Greece and Canada, will the minister consider appointing an honorary consul in Thessaloniki with responsibility for representing Canadian interests in northern Greece and the southeast Balkans?

The report points out that, in Greece, some 350 prisoners of conscience are in jail, eight people are being sued simply for exercising their freedom of expression in a non-violent way, and there are still cases of abuse and torture.

Foreign Publishers Advertising Services Act  As a matter of fact, the Minister of Canadian Heritage as early as last June—and the member might recall because she attended some of the functions—welcomed a delegation from some 20 countries to discuss this very difficult situation. It is not unique to Canada. It is a situation that is also of concern to France, Greece, Mexico, Italy and a number of countries around the world. This monoculturalism, if you will, is a reflection of the strength of American cultural products which are swamping, in some areas, certain countries' attempts to have their own culture reflected in their own vehicles.

It looked at nine European countries, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Norway and Sweden. The study is long but the conclusion is not. The conclusion is very important. Dr. Ruhm found up to a 29.1% reduction in infant mortality where paid maternity leave, direct parental care, was given for the first year of a child's life.

Kosovo  Although as the hon. member mentioned it is slightly out of its purview, NATO is largely responsible for a good segment of the security of Europe. If the situation in Kosovo expands, the expanding conflict would involve Montenegro, Greece, Russia and other nation states in the surrounding area. All those nation states could be involved in the larger conflagration. If that happened, the world simply could not turn a blind eye.

Kosovo  It is always that way. We are forced to act. We must deal with Russia's reaction, with Turkey and with Greece. All of this is true. The risk of not acting is worse than the threat of acting. Kosovo  We are concerned about Macedonia and Albania and a potential flare-up. We are also concerned about Greece and Turkey, two NATO partners that may come into conflict in terms of this decision. We need to ask those questions and need to be sure we have looked at them before we get too far into any kind of military action.

Kosovo  What will be the reaction the minister would foresee to action by NATO after it has vetoed a potential UN involvement? I could of course also ask about Turkey, Greece and all the other countries but let us just zero in on Russia. The other thing Canadians want to know is the level of involvement the minister foresees for Canada. What are we actually going to do?

Cultural Diversity  Among other things the meeting led to the formation of an international ministerial network to promote and protect cultural diversity and the establishment of a co-ordinating group comprising Sweden, Mexico, Greece and Canada. Cyprus  They are the ones suffering from this elongated war and the lack of political negotiations between the warring nations involved. It is only through negotiated settlements between Greece and Turkey that peace can be restored. It is only through the establishment of peace that a concern for human rights and democracy will return to the region. Canada is a strong believer in human rights and fundamental freedom for all people.
