Party Fundraising  Mr. Speaker, we learned today that companies, banks and unions contributed over $25 million to finance the national Liberal, Reform, Conservative and New Democratic parties. Big corporations contributed $25 million to ensure that their interests are well represented here in the House of Commons.

Unemployment Insurance Act  Mr. Speaker, I asked for four minutes of speaking time for myself and two minutes for the parliamentary secretary to answer the question that I asked in June about mass layoffs. At that time, I asked the Minister of Human Resources Development and of Western Economic Diversification whether he agreed with giving the Sorel employment centre a $2.2-million fund because of the mass layoffs at Soreltex, Tioxide and Beloit in the Sorel-Tracy region.

Is the minister prepared to re-establish the specific program for mass layoffs, given that the funds required to meet these needs have been drawn from the general account for some time? Can the minister re-establish this mass layoff fund to meet the needs of the Sorel-Tracy region, for example?

The industrial base of the Sorel-Tracy region has been collapsing for the past ten years, and dramatic plant closures have become everyday occurrences.

Language Rights  Mr. Speaker, I would like to correct what was said by the Deputy Prime Minister, who stated in the House yesterday that the Bloc Quebecois had voted against equal rights for the francophone and anglophone communities of New Brunswick. As usual, the Deputy Prime Minister distorts reality instead of answering questions.

Budget Implementation Act  Mr. Speaker, I am very surprised to hear the hon. member who just spoke touting the benefits of such a direct, sneaky attack in one of its first pieces of legislation; it is sneaky because the Liberal Party never talked about it or discussed it in the election campaign. She is taking a completely different line than the Liberal members took when they were here in the opposition and the Conservative government attacked federal public servants and the whole federal policy and administrative machine through legislation.

Canadian Film Development Corporation Act  Mr. Speaker, first of all, I would like to say that the Bloc Quebecois fully supports this legislation, and this includes the official critic, the hon. member for Rimouski-Témiscouata and all members of the Bloc. We know that this proposal is the result of three years of discussions conducted by the Department of Communications, the Treasury Board, the Department of Finance and Telefilm.

Bilingualism Bonus  Mr. Speaker, the Bloc Quebecois applauds the government's decision to finally comply with the Federal Court of Appeal judgment and pay a bilingualism bonus to RCMP members who occupy bilingual positions. This puts an end to a lengthy dispute between RCMP members and their employer who, must it be reminded, had decided not to provide this bonus, supposedly "to preserve cohesion within the forces".

Pearson International Airport Agreements Act  Mr. Speaker, I see the hon. parliamentary secretary is afraid of the truth, so he raises points of order to interrupt me and gain time. They had ample time to say what they wanted between the four or five Bloc Quebecois members who just spoke; they did not do so simply because they have nothing to say.
