Patent Act  Mr. Speaker, I am pleased to have the opportunity today to address Bill C-393, which seeks to make substantial operational changes to the legislative framework for Canada's access to medicines regime under the Patent Act and for the Food and Drugs Act. While I and other hon. members of the House are committed to improving access to medicines in the developing world via Canada's access to medicines regime and other initiatives, I have some strong reservations about Bill C-393 and its proposed changes.

There is undoubtedly a profound economic and social attachment to the fishery in many Atlantic communities. Until recently, there has been a steady increase in Atlantic Canada's lobster harvesting capacity.

Maskwacis RCMP Detachment  Mr. Speaker, this morning the Samson, Ermineskin and Montana First Nations bands at Hobbema, in the great constituency of Wetaskiwin, will celebrate the grand opening of the new Maskwacis RCMP detachment that will serve their respective communities. The primary function of government is to provide for the safety and security of its citizens.

Poland  Mr. speaker, 20 years ago today, Poland held the first free parliamentary elections in what was then the communist eastern bloc. The overwhelming winner was the Solidarity free trade union movement. For the first time in four decades, a democratic government came to power. Solidarity's triumph helped to tear down the Iron Curtain and led to the non-violent collapse of communism throughout central and eastern Europe.

Seal Hunt  Madam Chair, I would like some clarification. The member is a Liberal member. She comes from a party that understands the importance of caucus solidarity, particularly when governing the country. If the Liberals are honestly and sincerely proposing to someday again govern this country, can I count on this member to implore her leader to stand in this place tomorrow and declare the Liberal policy when it comes to sealing and to have the Liberal Party and the Liberal leader basically dissociate himself from the caucus colleague who has broken caucus ranks?

Seal Hunt  Madam Chair, I appreciate the hon. member's attack on a fellow Newfoundlander. The reality is Loyola Sullivan has done a magnificent job. He has done an absolutely wonderful job representing our interests. These problems squarely rest on the misinformation campaign out there by advocacy groups that simply want to see their one issue resolved.

Seal Hunt  I speak from the position, Madam Chair, of a party that at least understands what it is like to govern the country and knows what it is like to speak from a unanimous voice. The Liberal Party should understand, as the Conservative Party does, that the responsibilities of governing are much different than the responsibilities of sitting in opposition.

Seal Hunt  Madam Chair, I think the question really is this. What has this government done to defend the interests of sealers? One of the first things we did was to appoint Loyola Sullivan our fisheries ambassador almost immediately when we took office in 2006. I will say a word or two about our fisheries ambassador.

Seal Hunt  Madam Chair, my colleague knows full well the process at the European Union. Now there is a 60-day waiting period. At the end of the 60-day waiting period, we have to wait and see what approach it will take. At that point, I believe the minister has already indicated that if things should go badly and negatively, we will proceed down the path of a WTO challenge.

Seal Hunt  Madam Chair, it is certainly a pleasure for me to stand today and express my opposition to the European legislation that would ban the placing on the market of seal products except under very restricted conditions. Those conditions would exclude the vast majority of Canadian seal products and will in all likelihood ensure the collapse of any potential market for such products.

Bentley Generals  Mr. Speaker, Bentley, Alberta is more than just a small town. It is home to the 2009 Allan Cup champions. Since 1908, Canadian senior men's AAA hockey players have competed for Canada's oldest amateur hockey championship, the Allan Cup. For the third consecutive year, the Bentley Generals qualified to play in the Allan Cup tournament.

Canada-Peru Free Trade Agreement Implementation Act  Mr. Speaker, I want to bring to light something that I read this morning. I thought it was quite interesting. It is an article by Gren Winslow in the Canadian Cattlemen magazine. He starts out by saying that cattle producers have a reason to be thankful that the Minister of Agriculture, the hon. member from the Conservative government, is at the helm.

Truth in Sentencing Act  Mr. Speaker, I listened intently to my colleague across the way. He mentioned something about a committee to further look at something. I want to talk about some time that I spent with the hon. member on the justice committee in the second session of the 39th Parliament. I remember the day was March 11.

Climate Change Accountability Act  Mr. Speaker, it is a pleasure for me to resume this debate, rise again here in this chamber, continue on with the good news that the Government of Canada has in regard to our environment, and obviously address Bill C-311. I will just be picking up where I left off last. Through the ecoEnergy for renewable power program, the Government of Canada is investing $1.5 billion to provide incentives to increase Canada's supply of clean electricity from renewable sources such as wind, biomass, low impact hydro, geothermal, solar and ocean energy.

Climate Change Accountability Act  Madam Speaker, the government's many concerns about the economic implications and potential unconstitutionality of Bill C-311 have already been brought to the attention of the House. I would now like to comment on the action that the government is taking to reduce the country's greenhouse gas emissions, including working with the United States on a clean energy dialogue.
