Business of Supply  Madam Speaker, obviously, in many of these cases the provinces have jurisdiction, but what we need from this government is a sense of urgency and boldness. We heard a lot of talk in Paris that Canada was back and we were going to take action. Then we spent a year consulting Canadians across the country about what to do about climate change.

Business of Supply  Madam Speaker, I will be splitting my time with the member for Saanich—Gulf Islands. I am happy to speak this afternoon to this motion. On its surface, it would seem to be about holding the government to account to commitments for openness and transparency. My two NDP colleagues, who spoke earlier, spoke to that theme of transparency.

Business of Supply  Madam Speaker, the member mentioned other things that the government could be doing and one of those of course is the ecoENERGY retrofit program, which was brought in by the former Conservative government. It ran for a number of years and was suddenly cancelled just when it was getting popular.

British Home Children  Mr. Speaker, last spring I tabled a motion in this chamber calling for an apology to the 100,000 British home children who were sent to Canada from 1869 to 1948, most of them simply used as cheap labour throughout their childhood. Last Thursday, the House unanimously passed a similar motion, and I thank the member for Montcalm and all the members of the House.

The Environment  Mr. Speaker, last week, I tabled Motion No. 119, which calls on the government to bring back the eco-energy retrofit program. This popular program ran from 2007 to 2012 and helped hundreds of thousands of Canadians retrofit their homes, which lowered their energy bills by 20%, created thousands of good local jobs, and reduced greenhouse gas emissions by three tonnes per year for each house.

Business of Supply  Madam Speaker, I wonder whether the member could comment more on the impacts of inaction on climate change. The national round table on the environment and the economy published the last analysis on those impacts. It said inaction would cost about $5 billion a year in Canada. We have that.

Business of Supply  Madam Speaker, I want to ask the member opposite about the Liberals' commitment to climate change. We heard so many good words coming out of Paris, but now the federal government has adopted the former Conservative government's weak targets for greenhouse gas reductions, and these targets will not get us anywhere near the greenhouse gas reductions we are seeking.

Business of Supply  Madam Speaker, I would like to ask the member a question about the Liberals' commitment to action on climate change. We have mainly seen the downloading of all responsibility to the provinces. The federal government seems to have no plan. It has a framework, and I always worry when I see the word “framework”, but it has no plan to actually do concrete work itself to tackle climate change.

Business of Supply  Mr. Speaker, one thing I am very concerned with is the Liberal government's very slow action, or complete inaction, on a lot of climate issues. It could very easily and quickly bring back the eco-energy home retrofit program, which was initiated by the Conservative government in previous years and was very successful.

Rouge National Urban Park Act  Madam Speaker, I am an ecologist by training. I am a former park naturalist. When I was going through college, I worked as a park naturalist at Mount Robson park, Shuswap park, and Manning park. I am also an educator. I taught at UBC. As such, I am very anxious to promote the ability of Canadians to get into parklands and natural lands of all sorts, where they can experience and learn about our natural heritage.

Rouge National Urban Park Act  Madam Speaker, I would echo my comments that we need to provide all the opportunities we can to give Canadians the opportunity to learn about their natural heritage. Parks are a prime place for them to go to get that knowledge. Park naturalist programs, the interpretive programs that used to be so good in provincial parks and national parks, have been cut back tremendously, or have vanished altogether.

Rouge National Urban Park Act  Madam Speaker, I am happy to rise today to speak to Bill C-18, which proposes amendments to the Rouge National Urban Park Act that was passed in the last Parliament. I will be speaking in favour of this bill, as it strengthens the protections of this park and its ecological integrity.

International Trade  Mr. Speaker, forestry is a major industry in my riding of South Okanagan—West Kootenay, and tens of thousands of jobs in British Columbia are dependent on that sector. The last time this sector was hit with American tariffs, the industry was devastated. Did the Prime Minister stand up for Canadian forestry workers and communities when he met with President Trump?

Canada-European Union Comprehensive Economic and Trade Agreement Implementation Act  Mr. Speaker, I would like to ask the member a question I asked earlier, simply because I think the member's colleague might have misinterpreted what I was asking. It was about the fact that when we finished negotiations for this treaty, it happened concurrently with the Brexit vote in the U.K.

Canada-European Union Comprehensive Economic and Trade Agreement Implementation Act  Mr. Speaker, why do we need to have investor-state dispute mechanisms in these trade agreements? Clearly, and certainly in this agreement, there are several countries in the EU that are against these provisions that allow foreign corporations to sue Canadian governments, whether they be federal, provincial, or municipal governments, and affect our sovereignty over our own laws and country when we want to help improve our environment and our social well-being.
