Budget Implementation Act, 2016, No. 2  Mr. Speaker, I just want to give the member a chance to comment a bit. He talked about how higher taxes in the form of a carbon tax and increased CPP payroll taxes would put more money into people's pockets. How is this possible? There will be no benefit from the CPP changes for 25 or 35 years down the road.

Budget Implementation Act, 2016, No. 2  Mr. Speaker, the fact is that, yes, I have spoken to people at the food bank. They actually joined us at the Alberta jobs task force round table. Their number one concern is the carbon tax, because they do not have a way to pass it on to customers. An extra 5,000 people use food banks every month in the city of Edmonton.

Budget Implementation Act, 2016, No. 2  Mr. Speaker, yes, I have spoken to a lot with seniors. In fact, in one of my past lives, I was head of a hospital foundation that looked after six hospitals for the elderly. We need to look after seniors, but the CPP is not headed where the need is. Seniors living in poverty are mostly single women, and adding more CPP would not help them one bit.

Budget Implementation Act, 2016, No. 2  Mr. Speaker, I will be honest and say that I am not aware of the exact contract that Unifor worked out. I will say, though, that the government is doing its best to counteract any good work being done by Unifor and the big three in creating new jobs, by imposing a punishing carbon tax that would make our jobs uncompetitive with Michigan, Mexico, and countries that we deal with.

Budget Implementation Act, 2016, No. 2  Mr. Speaker, I rise in the House today to speak to Bill C-29, the government's fall budget update. Nearly two weeks ago, the Minister of Finance rose in the House to deliver a fall economic update to reassure Canadians that no matter what issue they faced, it was a Liberal top priority and it would be taken very seriously.

Petitions  Mr. Speaker, I rise today to present a petition calling on the government to introduce a national seniors strategy and appoint a minister for seniors. People want to know they are being heard by their elected representatives, which is why I am proud to present this petition, standing by seniors across Canada who are calling for a national strategy to address the growing problems facing our seniors.

Canada Pension Plan  Mr. Speaker, that is a ludicrous assertion. No one on this side is suggesting that, and I am embarrassed for the member for even asking that. I will say, though, that we on this side want to give Canadians a tool to save for themselves. We believe in Canadians. We believe they know how to raise their families and spend their own money.

Canada Pension Plan  Mr. Speaker, I have a couple of things. To address the first part, if we look at CARP, the Canadian Association of Retired Persons, its comment was that it would like to see a small change in CPP, but it wants poverty addressed through other means, such as a higher GIS. This would not do anything for seniors living in poverty who do not have access to CPP.

We have great faith in small business and the representative for small business in Canada, the Canadian Federation of Independent Business, has been very clear that it is very worried. Its members say they are going to cut staff, cut hours, and cut wages.

We have heard time and time again that Canadians have no extra money to put aside for savings, so the government is going to step in and take more from the non-existent savings they have. Canada Pension Plan  Mr. Speaker, I am happy to rise in the House today to speak to Bill C-26. I want to first acknowledge that yesterday the Prime Minister held another news conference to celebrate his first year in office. While I am sure Canadians are getting a bit tired of the Prime Minister's endless PR stunts, it is even more frustrating that he is celebrating a record that is hurting Canadians.

Public Services and Procurement  Mr. Speaker, numerous reports were provided to the Department of Public Works on the risks of going live with Phoenix. They were told exactly what is now happening to public servants. They were wrong on the readiness of Phoenix, wrong on the extent of the issue, wrong on the cost to clean it up, and now wrong on the resolution deadline.

Public Services and Procurement  Mr. Speaker, the Minister of Public Services and Procurement told us last month at committee that the backlog of 82,000 government employees affected by the Phoenix payroll fiasco would be cleared by October 31. In fact, we were told this was a real deadline. This was confirmed by the deputy minister in her department at the same committee when responding to a question posed by my colleague, the member for Bellechasse—Les Etchemins—Lévis.

Business of Supply  Mr. Speaker, I find that an amusing comment from my colleague on the far, far left over there. We talked about how there has not been one single new job created by the Liberal government since it came to power, but I am pretty sure that a few have been created in the collection industry, people going after NDP members for their constituency offices.

Business of Supply  Mr. Speaker, I want to thank my friend from Red Deer—Mountain View for bringing up Mr. Broadfoot. I quite enjoyed watching him on TV when I was growing up. I had long forgotten about Bobby Clobber. It is disappointing on such an important issue that we have the B team or the C team answering all the questions.
