The reason for that winter to summer difference is that the river is encased in ice for about four months--and this winter for practically five months--during the winter season.

Information & Ethics committee  So multiple changes have to be made to the system. Part of the changes are...usually the signage is very clear that you're parking illegally. It's not clear to many public servants what can or cannot be released. The only way to clear this up is to give the Information Commissioner very broad powers to set all sorts of precedents, with decisions, about what has to be disclosed, require every institution to routinely disclose every document they create on the Internet at no cost--it can be done very easily these days--and maintain a public list of all those records.

Canadian Heritage committee  This is not just insulting to the communities these broadcasters claim to serve, or gut-wrenching for the employees, but is a clear signal that the CRTC has lost control of its own mandate to decide who will offer Canadians the best programming service possible. It is true that Parliament receives annual reports from the CRTC, but while it has the data, the CRTC isn't exactly telling you how much closer it has come to achieving Parliament's objectives for our broadcasting system.

Competition Act  This bill would specifically address the issue through government legislation. We have to be clear. In the United States, under the EPA, because of its environmental laws, it created an operating agreement with the original manufacturers so there would be a clear definition. The United States legislation creates the operating agreement as a solution.

Natural Resources committee  First, the Prime Minister's statement was clear; that takes nothing away from the efforts underway to restart the reactor and to extend its useful life. Second, the model used to date is not sustainable. It isn't sustainable from the standpoint of health or for Canadian taxpayers.

We haven't yet been sent a formal request, but we're expecting it. To date, the Government of Canada has discharged its responsibility with respect to the financial needs of Atomic Energy of Canada and will continue to do so.

So I think the minister is certainly looking to get their best advice, and I don't think the minister is starting from any presupposition about what may be the best alternative.

Natural Resources committee  I appreciate that, but I asked you a question earlier about the comment that Minister Lunn made about the future viability of isotope supplies, and he made that based on the recommendation you had given. You've made a very clear recommendation on the MAPLE reactor and the MAPLE as a viable option, yet the government tends to have a different viewpoint on it.

Natural Resources committee  Opinions can differ on this matter, but it's not clear to me that market prices for isotopes have in fact been at a level that would be fully compensatory for AECL. Many factors go into the determination of international market prices; we do not have control over the pricing of our product in that marketplace, so I would take some issue with the notion that isotopes are a highly profitable business for us.
