Health  Mr. Speaker, one of the federal proposals, when it comes to accountability and transparency, is apparently to create a new council to monitor health care. To put this in perspective, we have the federal Department of Health, the provincial health departments and, in most provinces, we have regional health authorities, hospital boards and independent health research institutes.

Health  Mr. Speaker, Health Canada already has been hiring recently at record rates. Surely we do not need yet another bureaucracy to get some accountability. Canadians want transparency in the health care system, but they do not want the federal government to impose its will on the provinces.

British Columbia Avalanche  Mr. Speaker, this was a weekend of double tragedy. As we mourned the loss of seven astronauts, we learned of another avalanche in British Columbia which took the lives of seven students from Strathcona-Tweedsmuir School near Calgary. What makes this tragedy all the more saddening is the young age of the avalanche victims.

This message will remain clear in every province and every territory across Canada. Public Accounts committee  I think what we've been told by the department is that they are almost ready to announce a new, broader framework that would bring in a comprehensive and clear process. We've said one of the consequences of this being out of date is that there isn't a clear area in terms of roles and responsibilities, who exactly is in charge of what in terms of providing inspections and updated scientific evidence.

This was made all too clear for me very recently when I came to our office and saw patients lining up in the cold weather outside our door before it was opened. They were lining up because one of my physicians decided to increase his patient population by taking five new patients a month.

Indian Oil and Gas Act  If the federal regime does not stay abreast of these changes, it puts first nations seeking investment at a clear disadvantage. The incorporation by reference of these amendments would ensure the federal regime would keep pace. More to the point, it would eliminate disparities between on and off-reserve lands.

Afghanistan  We are very much aware of it and that is why the Prime Minister has taken a lead on the world stage by making it very clear that Afghanistan must live up to its responsibility to protect human rights, especially the human rights of women. The government has not listened to any of the producers' concerns that were expressed during the committee hearings. It has not listened to the concerns that were expressed by producers on the original bill, Bill C-39.

Canada Grain Act  It is my hope that during this debate on the hoist motion, the opposition members will level with Canadians and make their reasoning for the motion clear. There is no question that the legislation being proposed would be very positive improvements to the Canada Grain Act. As I mentioned at the beginning of my speech, the last amendments to this act were done 40 years ago.

Canada Grain Act  Agricultural producers in Quebec and Canada are quite right to distrust this government, which has set its sights on the Canadian Grain Commission. It is clear that deregulating everything under the sun has not produced the desired results with respect to protecting producers. The Bloc Québécois is ready to look at what can be done with the Canadian Grain Commission's mission.
