Public Safety committee  My initial answer was in fact the correct one. Having had it drawn to my attention last night when reviewing these notes, I wanted to clear that up for the committee so that you have a clear understanding and record of it. I know the committee has a busy agenda to examine a range of issues. I know how broad and expansive the jurisdictions and issues in front of this committees are.

Yesterday, as the Prime Minister noted, the United Nations inspectors' report said that Saddam Hussein has not fully complied with his obligations. Today, the Prime Minister of Australia said the same thing.

Iraq  Mr. Speaker, the government and the Prime Minister should not be spectators. The government should have its own opinion on what is happening in this situation. We never used to be a spectator. A multilateral coalition of countries, including Great Britain, Australia, the United States, Spain, Italy and others is prepared to keep the pressure on Saddam to comply with United Nations resolutions, including resolution 1441.

Canadian Security Intelligence Service  It certainly does not have a place in any kinds of inquisition techniques. CSIS has made it quite clear that it does not practise the use of torture in information gathering and intelligence gathering. The head of CSIS, Jim Judd, has made it quite clear, as well, that he personally considers torture to be morally repugnant.

Those were all very friendly, quiet meetings, I might point out. But one thing that came clear is they were very concerned about the crew on the boats, about EI, all that goes with that. They were very concerned about credit, and the province was moving to try to take some pressure off there.

Iraq  Mr. Speaker, last month the Prime Minister stated: If the United Nations says there shouldn't be a war, we in Canada never went to war without the authorization of the United Nations. This past weekend he said: If the Americans or the Brits have great evidence that Saddam Hussein--who is no friend of mine--is not following the instruction of the United Nations... of course Canada will support an activity in there.

Iraq  Mr. Speaker, the government has not been working closely with the allied coalition. After September 11, 2001, the Canadian economy suffered a significant blow as border traffic was negatively impacted. Given the mixed signals Canada has sent the United States on this issue, how can the government assure Canadians that our borders will remain open in the event that the situation with Iraq escalates?

Industry committee  It provides more public transparency for a corporation that obtains its funding through public solicitation or by government grants. It provides clear rules and procedures for a whole range of contingency situations, including debt financing and trust indentures. Admittedly, many of these provisions will never be used by most corporations.

It is clear to all of the witnesses and to colleagues seated at this table that the safety of the public is our main focus. Draft legislation, Bill C-54, was tabled during the previous Parliament.

As several of the preceding speakers have made clear, Arctic sovereignty is indeed a hot topic, but it has of course been an issue that has been with us since the 1940s, picking up steam in the late 1960s and into 1970s. One of the things I think this bill illustrates is that we need better institutional formats to coordinate our overall Arctic policy.

Business of Supply  The truth is this funding shortfall hits directly at the core of French programming, with more than half the cuts to staff coming from the CBC's francophone operations. Let us be clear, the CBC is not asking for a handout. Management has clearly indicated that it understands that in tough economic times “everyone must tighten their belts”. An increased subsidy to the annual appropriation has not been asked for.

Subcommittee on International Human Rights committee  Then, concerning what the obligation is in the genocide convention to prevent genocide, I think it's clear, if you just look at the title of the genocide convention: it's the Convention on the Prevention and Punishment of the Crime of Genocide. In the very first words of the title of this document, prevention is there before punishment.
