Criminal Code  Madam Speaker, there will be people legitimately charged under the proposed legislation if the Liberals set a per se limit. If they do not know what the impairment level is, it might be logical to set a per se limit of zero, which some jurisdictions have done. Colorado arbitrarily set a limit of 0.05%, which is fine.

Criminal Code  Madam Speaker, I will be sharing my time with the member for Charlesbourg—Haute-Saint-Charles. Certainly, I am pleased to rise in the House to speak to Bill C-46, An Act to amend the Criminal Code (offences relating to conveyances) and to make consequential amendments to other Acts, also known as the impaired driving legislation.

Criminal Code  Madam Speaker, is my hon. colleague aware that there are only 246 days left before the government intends to legalize marijuana? I fully agree with what he is saying about us needing a public education program that is similar to what MADD did to try to reduce drunk driving. However, the fact remains that the RFP for the government's public education plan was due back on October 16, to pick a contractor so that it could begin to put together a public education program.

Criminal Code  Madam Speaker, one of the things I am very concerned about are the lack of resources that have been devoted to get the police ready across the country for the doubling of impaired drug driving charges we are likely to see with the legalization of marijuana. The government seems to be very proud about the $161 million that it has given for the police, and the $9.8 million for training.

Indigenous Affairs  Madam Speaker, I have a letter proving the Liberals made changes to the disability tax credit and I would like to seek unanimous consent to table it in the House.

Taxation  Madam Speaker, yesterday, I asked the Liberals why they had increased taxes on people with type 1 diabetes, and the response was the same as it is today, that nothing has changed. However, something has changed because 80% of the people who were previously approved by a doctor to receive the benefits are now being rejected.

Taxation  Mr. Speaker, even before the finance minister introduced his disastrous small business tax increases, the Liberals were already clawing back disability tax credits from people with type 1 diabetes. The 80% of people who were receiving the credit became the 80% denied. Why are the Liberals taxing the vulnerable to pay for their out-of-control spending, and will the minister immediately instruct her agents to return to the criteria used in April this year?

Salaries Act  Mr. Speaker, when it comes to what the status of women minister has done about violence against women, let us just look at some of the numbers from this government. Remember, the government is spending $20 million a year to eliminate violence against women, despite the violence impacting one in three indigenous women and one in four Canadian women.

Salaries Act  Mr. Speaker, I thank my colleague for that excellent point. He has pointed out the utter hypocrisy between what the Liberals say and do, and the way the message changes as they go along. We saw this during the recent disastrous tax changes that the finance minister introduced. At the beginning he said, “We are going after the wealthy 1%.

Salaries Act  Mr. Speaker, I am happy to be speaking today on Bill C-24, An Act to amend the Salaries Act and to make a consequential amendment to the Financial Administration Act. Part of the reason I am happy to do so is that it is the middle of the day. The last time I spoke to this bill, I believe it was about 11:30 at night last spring when the government decided that it needed to keep Parliament sitting until midnight every night for weeks, not because it was trying to bring forward any legislation that would allow it to keep its campaign promises, but to fill the time, which I do not think was very useful.

Salaries Act  My colleagues in the NDP are correct. They did notice this is not going to be the last election under first past the post. Let us talk about the Minister of Sport and Persons with Disabilities versus the Minister of Health and the fact they are handling different levels of things.

Taxation  Mr. Speaker, while the Liberal government is doing everything it can to protect the finance minister with his conflicts of interest and his nine numbered companies with links to Barbados, villas in France, pension plans for Morneau Shepell, and now Bombardier, it is reaching into the pockets of disabled people to pay for its spending problem.

Criminal Code  Madam Speaker, I know there are people smoking marijuana today, and one of the very concerning things with our young people is that they are unaware of the harms of driving a vehicle while impaired. Many of them think it is not hazardous, harmful, and dangerous to do so. They also think they are not going to see the 30% increase in schizophrenia, psychotic disorders, depression, and anxiety that the Canadian Medical Association has clearly documented.

Criminal Code  Madam Speaker, when it comes to enforcement, we heard about this testimony as well when we talked about the legalization of marijuana. We heard that the enforcement over the years has not been effective, but we heard that what is effective is public education. When people understand the harms to our young people, understand the harms of driving under the influence, and explain to people exactly when they are impaired with marijuana and when they are not—should we be able to develop any research that would do that, which does not exist today—those are the kinds of things that would be much more helpful in protecting the public.

Criminal Code  Madam Speaker, I thank my hon. colleague for pointing out that there is no test for impairment with THC. The member has highlighted a couple of concerns about people who use medical marijuana legally; it would be in their system and so there would be court challenges on that. However, the member missed a point wherein second-hand smoke is also of concern.
