Wawa Rotary Club  Mr. Speaker, the Wawa Rotary Club is celebrating its 50th anniversary this year. I was fortunate enough to join its members last weekend as they hosted close to 100 youth as part of the Rotary International Youth Exchange. The Wawa chapter is part of International District 6290, which also includes a club in Blind River and joins District 7010 with clubs in Elliot Lake, Chapleau, Kapuskasing, Gore Bay and Hearst, in serving the communities of Algoma—Manitoulin—Kapuskasing.

Abolition of Early Parole Act  Madam Speaker, my colleague said she used to work in the field of probation and parole, as I did. Yesterday, we took part in a panel discussion and I was thinking about this. The NDP believes that the law should be stricter with white collar criminals. Sentences should be strict for criminals who, like Earl Jones, steal savings, often life savings, from small investors.

Seeds Regulation Act  Mr. Speaker, it is with pleasure that I stand to speak to Bill C-474, an act respecting the seeds regulations, which was tabled by my colleague from British Columbia Southern Interior. I am glad to be speaking to the bill tonight. I have a number of constituents who are very interested in this debate and the larger issue of genetically engineered crops.

Business of Supply  Mr. Speaker, it is obvious the member did not listen to my speech at all. The Liberals only have one thing on their mind, and that is how to save their bacon. Again, if we look at the U.S. federal rate, which, by the way, is 35%, that means when a U.S. corporation active in this country is taxed on its income in Canada at 16.5%, it then passes on the difference to the U.S. treasury.

Business of Supply  Mr. Speaker, I will let him ask the Liberals that question. We know the Liberals have been flip-flopping on just about everything these days. They have been taking some pages out of our previous platform and using those as something to run on. I would tend to think that $6.5 million to promote this latest corporate gift is really atrocious, given the fact places like White River, Smooth Rock Falls and Opasatika actually need jobs in the forestry sector.

Business of Supply  Mr. Speaker, I am extremely pleased to be following on the heels of my colleague from Hamilton Mountain. I am delighted to be here for the curious debate that we are having today. It is like the Liberals are having a costume party that nobody else was invited to. We are debating a motion that is designed to get the Liberals off the hook for supporting the very corporate tax cuts that they now say we cannot afford.

Business of Supply  Mr. Speaker, I think people need to change the channel on their televisions, for I cannot believe what I am hearing. The Liberals supported the bill that allowed those tax cuts to come into force on January 1. That bill also adds 8% in HST to heating costs for those who cannot pay those bills.

Strengthening Aviation Security Act  Mr. Speaker, I really appreciate the speech my colleague just gave. The Aeronautics Act is an untoward invasion of the privacy of Canadians. The fact that the private information of airline passengers will be shared with other countries is quite a concern. Canadians should be worried about that.

Strengthening Aviation Security Act  Mr. Speaker, I greatly appreciate the people who are speaking against the bill today. It is extremely important to recognize the lack of security that would be a part of this and the fact that the amount of information that would be provided would actually surpass what we should be providing.

Protecting Canadians by Ending Sentence Discounts for Multiple Murders Act  Mr. Speaker, once again, it is important to highlight the rehabilitative process in which we need to invest. I know the bill will pass, as long as the government decides that and does not call an election or prorogue Parliament again. It is important to put the emphasis on treatment and probation, where those resources should actually be spent.

Protecting Canadians by Ending Sentence Discounts for Multiple Murders Act  Mr. Speaker, I greatly appreciate the comments that my colleague has put forth on this issue. He is absolutely right that the bill will do nothing to help law enforcement reduce crime. That is what we have seen the government continuously fail to put forward. I am going to ask him at some point, after I have given a little more information here, if he has ever seen a private member's bill or a government bill go forward from the government side with respect to crime prevention and rehabilitation.

Protecting Canadians by Ending Sentence Discounts for Multiple Murders Act  Mr. Speaker, we do not oppose the bill. We will support it, but it is important to raise certain points about the direction that the Conservatives seem to be taking. According to the Conservatives, we should build more prisons and incarcerate more people. I see a problem with this because instead of investing in an alternative, namely, prevention, it seems that the government is denying that there is a need for prevention services.

Protecting Canadians by Ending Sentence Discounts for Multiple Murders Act  Madam Speaker, in his speech, the Conservative member said that it would be up to the judges to give their reasons for the decision to not give such a sentence to an offender. Does my Bloc colleague think that the judge should be responsible for explaining why such a sentence was not imposed?

Questions on the Order Paper  With regard to the Canada Revenue Agency (CRA): (a) what is the estimated amount of income tax Canada was unable to recover during fiscal years 2006-07, 2007-08, 2008-09 and 2009-10 because of aggressive tax planning, use of offshore accounts or tax evasion by both Canadian individuals and corporations; (b) what proportion of the tax gaps in the aforementioned years is attributable to individuals and what proportion is attributable to corporations; (c) does CRA collect information and data tracking the international tax gap on an ongoing basis; and (d) how much tax revenue has the CRA recovered since 2007 as a result of revelations concerning the activities of Canadians using offshore accounts and services offered by the Swiss bank UBS, which helps Canadians avoid taxes?
