Business of Supply  Mr. Speaker, I rise on a point of order. Our hon. colleague's entire rant has nothing to do with the motion that is before the House today. Indeed, the follow-up question from our hon. colleague from across the way is only pandering to that question and that rant. We should be staying on topic, and I would expect any interventions and speeches to speak to the motion that we have before the House today.

Business of Supply  Mr. Speaker, I have tried a couple of times now to comment on the intervention by my hon. colleague from Winnipeg North a while back. He spoke of my Conservative colleagues' perhaps lack of confidence in the highly qualified panel making the selection for the next Supreme Court position.

Business of Supply  Silent, muzzled. Mr. John Brassard: They are silent. The Atlantic Provinces Trial Lawyers Association's Mr. Ray Wagner, in Halifax's The Chronicle Herald, on September 20, just the other day, said that the convention, in place for 141 years, should not be changed without invoking the Constitution’s amending formula because the Supreme Court of Canada has already made a similar ruling regarding proposed changes to the Senate.

Business of Supply  Mr. Speaker, I do not profess to be an expert in the legal system, but I listened intently to the interventions throughout the morning. Language such as “open and transparent” and “high quality” have been used by members of the government and, indeed, by our colleagues from the NDP, who have tended to cast doubt on the quality of the applicants or the Supreme Court justices, or the process that we have had previously.

Business of Supply  Mr. Speaker, my hon. colleague across the way has spoken about the process now being open and transparent. We just heard an intervention by the parliamentary secretary to the Minister of Justice, saying the earlier process, the one that has served our country for more than 141 years, was perhaps not open and transparent.

International Trade  Mr. Speaker, I think I speak for all members in the House when I say that it has been a busy summer. From Williams Lake to Anaheim Lake to Quesnel to Prince George to Vanderhoof, I met with the hard-working friends and families of my beautiful riding of Cariboo—Prince George. I met them on the doorsteps and in the coffee shops, whether it was talking to the father of three at the 90th annual Williams Lake stampede or the line worker at L&M; forest products in Vanderhoof.

Williams Lake Stampede  Mr. Speaker, I am honoured to rise in the House to speak about a significant event happening in my riding of Cariboo—Prince George. Every year, during the Canada Day July 1 long weekend, my hometown of Williams Lake rolls out the welcome mat, with visitors flocking from far and wide to enjoy several days of the Canadian Professional Rodeo Association action at the world famous Williams Lake Stampede.

Questions Passed as Orders for Returns  With regard to funding for First Nations, Inuit and Métis, for each department and program in the last five years, up to April 22, 2016, how much was spent on: (a) operating costs, broken down by (i) salaries and benefits for government employees, (ii) salaries and fees for consultants hired by the government, (iii) other enumerated costs; and (b) transfers to First Nations, Inuit and Métis, broken down by (i) payments made to First Nations, Inuit and Métis organizations, (ii) payments made to First Nations bands on-reserve, (iii) other enumerated transfer payments?

Questions Passed as Orders for Returns  With regard to housing provided by the Canadian Forces Housing Agency (CFHA), as of April 22, 2016: (a) for each location where housing is provided, how many units were assessed by the CFHA to be in (i) good condition, (ii) fair condition, (iii) poor condition; (b) for each location where housing is provided, (i) was there a wait list for housing, (ii) how long was the wait list, (iii) what types of housing were waitlisted, (iv) what was the average age of the housing units in the CFHA's portfolio; (c) for each location where housing is provided, how many complaints were made regarding housing quality and what were the issues raised; (d) how many housing units have warning labels or seals because of the potential presence of asbestos in vermiculite insulation; (e) how many units have warning labels for ungrounded electrical outlets; and (f) how many units have water lines that must be kept running from November to April to prevent freezing?

Questions Passed as Orders for Returns  With regard to funding for First Nations students as of April 22, 2016: what is the average per student funding provided by the government for First Nations students attending band-operated schools through the contribution agreements for those schools, not including (i) capital costs, (ii) money provided for First Nations students residing on reserve, but who attended provincial schools, (iii) funding provided through proposal-driven programs that are supplementary to the elementary and secondary education program, (iv) funding provided under the James Bay and Northern Quebec Agreement, the Northeastern Quebec Agreement, the Mi'kmaw Kina'matnewey Education Agreement and the British Columbia First Nations Education Authority?

Business of Supply  Mr. Speaker, I almost felt I had to come to the defence of our hon. colleague from Scarborough Southwest, but he corrected himself. I know our colleague from Scarborough Southwest is a long-time police chief with a distinguished career. I appreciate his influence in the House. I know he has a great ability and an incredible amount of experience in policing, maybe not in marijuana use but in policing marijuana use.

Business of Supply  Mr. Speaker, I find it humorous that we are coming to the defence of those who choose to do something illegal. They choose to do something that they know is illegal and the NDP is standing up for them. I am sorry, but I have a hard time with that. I want to ask a question again on driving impairment.

Business of Supply  Mr. Speaker, I thank the hon. member for Scarborough Southwest for his comments because it is exactly where I want to go with mine. I followed quite closely the hon. colleague's presentation. I find it farcical that decriminalization will lead to better study in the impairment of drivers.

Questions on the Order Paper  With regard to court cases between the government and Aboriginal communities and organizations, as of April 22, 2016: (a) how many court cases is the government currently engaged in with First Nations, Métis or Inuit communities or organizations as either an appellant, respondent or intervenor, and what are these cases; (b) how many court cases is the government currently engaged in with First Nations, Métis or Inuit communities or organizations in which the government is the respondent; (c) how much is the government paying to engage in court cases with First Nations, Métis or Inuit communities or organizations as either an appellant, respondent or intervenor, broken down by (i) year, (ii) case; and (d) how many lawyers does the Department of Justice employ to work on Aboriginal court cases?
