Volunteerism  Mr. Speaker, Jacques Coté is an example of how one person can have a profound effect on a community. After 35 years in the Royal Marines and Canadian Navy, this native of Quebec City relocated to Hearst and made that place his own. Mr. Coté did not move to Hearst to relax. He dedicated his time to volunteering as chief administrative officer from 1979 to 1986 without ever counting his hours.

Taxation  Mr. Speaker, Canada is bleeding billions of dollars every year, money super-wealthy Canadians and corporations hide offshore to avoid taxes. Even with the record deficit, the government is sitting on its hands. It does not even know the size of the problem, or if it does, it is not telling Canadians the truth.

Fighting Internet and Wireless Spam Act  Madam Speaker, a recent study from California demonstrated how spammers profit from their activities by shifting the cost traditionally borne by marketers to the recipients of spam, namely Internet users, and, although many people immediately delete spam messages, the study found that spammers remain profitable even with very low response rates.

Constitution Act, 2010 (Senate term limits)  Mr. Speaker, my colleague has just spoken about Senate term limits; however I would like to further discuss the point raised by my colleague from Skeena—Bulkley Valley. We are debating a bill that will be sent to the Senate. I wonder if the Senate will pass it. What guarantee is there?

Poverty  Mr. Speaker, obviously he misses the point, the fact that more people are using food banks. The growth in the number of food bank users reflects a long-standing problem that worsened with the recession. The situation will continue to deteriorate with the end of the economic stimulus program, new spending cuts and the government's refusal to come up with a plan to address poverty in our communities.

Business of Supply  The answer is yes, Madam Speaker. We need to make sure that the other side ensures that when there are takeovers and when agreements are made, they are transparent. That is what we have been asking for all along. Let them be transparent, make sure there is a net benefit to Canada and protect our resources.

Business of Supply  Madam Speaker, the question would have to be asked of members on that side of the House, because they do not seem to know the difference. Our motion spells out ways to amend the Investment Canada Act to make sure that it is transparent and that it works for Canadians. We want to ensure the views of those most directly affected by any takeover are considered.

Business of Supply  Madam Speaker, the member is correct. We need to ensure that jobs are protected. There needs to be a net benefit. Given the fact that the Liberals did not deny one takeover, I am glad they are finally realizing what needs to happen here. I do want to add a couple more things with regard to the need to promote an economy that makes sense to more Canadians.

Copyright Modernization Act  Mr. Speaker, before I ask my colleague a question, I want to correct something I said a while ago. I mentioned that the bill being tabled, contrary to the United States legislation, did not have an avenue in place for a mandatory review of the Copyright Act. However, in reviewing the bill, I see that it does have that.

Copyright Modernization Act  Madam Speaker, it is evident that we should be following the WIPO approach. Certainly we can look at some of the language that is in there, but does Canada have a plan to review new exceptions every three years? The answer is no. The U.S. DMCA experience leaves little doubt that the introduction of anti-circumvention legislation will create some unintended consequences.

Copyright Modernization Act  Madam Speaker, I am not the only member of the New Democratic Party who has indicated we are willing to move the bill to committee so we can look at the problematic areas. My colleague has also indicated that his party was willing to work with it as well. He also mentioned a coalition, which surprises me.

Copyright Modernization Act  Madam Speaker, the member is absolutely correct. People have a reason to worry about what the legislation would do if it was unamended. The fact is we do not want to treat them like criminals. We want to ensure they will not be charged. We want to also ensure they have access to the materials that foster the future of our country, which is our young people.

Copyright Modernization Act  Madam Speaker, I was really enjoying what my colleague had to say and it is unfortunate that he ran out of time. I am glad to join in this debate and add my thoughts on an important issue for Canada and for Canadians. The effects of this legislation, if it becomes law, will be felt throughout our economy and society.
