Business of Supply  Mr. Speaker, what I really reflected on in my comments is that we have a timeline and a critical task. I also noted that it took four and a half years for Quebec to craft the legislation it thought was appropriate and over a year for the Supreme Court of Canada to render its decision after hearing the case.

Business of Supply  Mr. Speaker, I think what the member heard was my conversation that 308 members of Parliament need to be engaged in this very important issue. We have a responsibility to have round tables in our ridings in order to have that conversation and put forward the representations of the citizens that we represent.

Business of Supply  Mr. Speaker, I would like to note that I will be sharing my time with the member for Moncton—Riverview—Dieppe. It is a privilege to rise today to speak to the Supreme Court of Canada's decision regarding physician-assisted dying. As we all know, end-of-life issues are deeply emotional.

Anti-terrorism Act, 2015  Mr. Speaker, oversight is important. SIRC has done an annual report indicating the measures it takes and the watching it is doing. It is also important to note that this particular legislation would give powers to CSIS to stop threats. We need to look at it currently. If CSIS knew something was going to happen imminently, it would have some warrant provisions, but oversight over these powers is there, and it is important.

Anti-terrorism Act, 2015  Mr. Speaker, our government believes that independent, expert, third party oversight is absolutely critical. There is no question. However, even though every country does something one way, does the member actually think that we should not have the sovereignty to determine what a good way would be for Canada?

Anti-terrorism Act, 2015  Mr. Speaker, we need to look at what Canadians think is common sense. For example, if someone comes in to see a consular official in Beirut and the official is very concerned about the history that person presents and about injuries that might be consistent with some activities that are less than savoury, to think that this consular official could not actually share those concerns with an organization such as the RCMP and CSIS does not make sense, although obviously that information sharing has to be done in a prudent way.

Anti-terrorism Act, 2015  Mr. Speaker, I am very pleased to rise today to debate Bill C-51, the anti-terrorism act, 2015, and I want to mention at the outset that I will be sharing my time with the member for Yukon. This is a very important bill. Over the last few years, I have noticed a real change in what is happening across the world and in Canada.

Health  Mr. Speaker, our government is committed to ensuring that Canadians have access to a wide array of choice for natural health products, and Health Canada's oversight recognizes the lower risk of most natural health products. The department has approved thousands of products as being safe and effective.

Parliamentary Precinct Security  Mr. Speaker, I am not sure if the word is “pleased”, but I am really happy to have the opportunity to join this debate. It is clearly an important and very passionate debate about the integration of the forces on Parliament Hill for the protection of all parliamentarians and Canadians on the Hill.

Points of Order  Mr. Speaker, during one of the responses from our side of the House, the member for Scarborough Southwest clearly yelled something that I found very offensive and unparliamentary. I would request that he apologize to the House.

Protection of Canada from Terrorists Act  Mr. Speaker, I find it strange how the NDP cannot look at the definition of terrorism and call a spade a spade in what happened in both events in Canada last October. More important, lone wolf attacks are difficult to prevent and our law enforcement agencies need modern tools to do the job that we want them to do with respect to protecting us.

Protection of Canada from Terrorists Act  Mr. Speaker, I do not have the benefit of being a lawyer, as I believe my colleague on the other side is. The Minister of Justice has a number of lawyers within the justice department and all legislation that we bring forward has had a full analysis in terms of the protection of the Charter of Rights and Freedoms.

Protection of Canada from Terrorists Act  Mr. Speaker, what we created with Bill C-44 is a strong piece of legislation that needed all its elements to do the tasks we set out for it. The opposition proposed amendments, but in general the amendments would have eroded the ability of this piece of legislation to take on the responsibilities it needed in responding to the court decisions.

Protection of Canada from Terrorists Act  Mr. Speaker, first of all I want to clarify that we are discussing Bill C-44 today. Bill C-51 was recently tabled, and we look forward to some very important debate on this complementary legislation for protecting Canadians. I rise in support of the protection of Canada from terrorists act, which is another important step taken by our government to protect Canada against terrorism.

Petitions  Mr. Speaker, I have two petitions to present from my riding of Kamloops—Thompson—Cariboo. The first petition is requesting that Parliament pass a new firearms act that contains a provision for licensed handgun owners to carry a sidearm for protection from predatory wildlife.
