Job Losses in the Energy Sector  Mr. Speaker, what I can say is that we are very proud that we were able to step up and provide significant investments to those areas of the country that were hardest hit. This was based on criteria that were identified in 15 EI regions on a map that was established by the previous government, and in a process that both the Conservative side and our side understand.

Job Losses in the Energy Sector  Mr. Speaker, this crash hurt Alberta's very strong economy. It hurt deeply an economy that supported all of us across the country by the wealth generated from one of the most sophisticated high-tech sectors in the world. We can all be proud of the geoscientists, the engineers, the pipefitters, the tradespeople, all of the scientists who have made Canada the best in the world in the resource sector.

Employment  Mr. Speaker, let us get the record straight, which indicates that employment increased by 10,700 jobs in November. The unemployment rate has fallen by 0.2% to a low of 6.8%. Compared to November 2015, employment in Canada over the year since then is higher by 1.0%. Clearly, we have a plan, and it is working.

Youth  Mr. Speaker, this gives me an opportunity to indicate how proud we are that we have a Prime Minister who recognized a long time ago the challenge faced by youth, and is taking it so seriously that he is the minister of youth. Not only that, we are proud to have announced the creation of an expert panel on youth employment.

Youth  Mr. Speaker, I am proud to put on the record that, in fact, we have invested $165 million in the youth employment strategy; $73 million in work-integrated learning, giving young people the chance to get the skills they need; $85 million in union-based training; $175 million in transfers to the provinces for training; and $1.5 billion to increase Canada students grants.

Youth  Mr. Speaker, I am proud to say that we have announced the formation of the expert panel on youth employment, which is helping to generate bold and innovative ideas to address those very concerns. In addition, I want to point out that we put in $1.5 billion to increase grants, $175 million that was transferred to the provinces and territories for training, an additional $85 million for union-based training, $73 million for work-integrated learning, and $165 million for a youth employment strategy.

Post-Secondary Education  Mr. Speaker, November 20 to 26 is Education Savings Week, and Canadians are encouraged to save for a child's post-secondary education. That type of education opens doors for better jobs, and helps Canadians obtain in-demand skills and education. The government has two incentives: the Canada learning bond, and the Canada education savings grant.

Employment  Mr. Speaker, the member's question gives me an opportunity to indicate how seriously we are working to address the challenges being faced by young people in Canada, unprecedented changes occurring in Canada and all first world countries, in fact, the whole world. We not only doubled the number of work opportunities in the summer, but we will be rolling out an intensive and comprehensive program, called “work integrated learning”, in co-operation with the business community.

Status of Women  Mr. Speaker, pay equity is an important issue for the government, and we are taking action. Equal pay for work of equal value is a human right, and we are very proud to be bringing forward pay equity after 12 years of inaction. Pay equity between men and women and the fair treatment of all workers in the workplace, regardless of gender, is critical for creating growth and a thriving middle class.

Employment  Madam Speaker, I can assure the member across the way that we are very concerned about the downsizing and the loss of jobs, particularly for women and indigenous people, often the last to come into a workplace and usually the first out. The good news is that we have enhanced job banks so that there is better matching with new opportunities for individuals.

Employment  Madam Speaker, I am pleased to tell the House that not only is the responsibility of government to provide a skilled workforce, but it is to work with industry to ensure that we meet their needs. One of the most important things that businesses have told us is that they need a skilled workforce, and that is exactly what the Government of Canada is doing by investing in young people and all Canadians so that they can meet the challenges ahead.
