Health committee  Just following on that, I'm concerned about ensuring that the homeless population in Canada is adequately thought about in terms of the vaccine rollout. I would imagine that some of the challenges would be access, information getting to people, booking appointments, and then giving your clients tools, like a vaccine card or something.

The Budget  A year into the pandemic, other countries around the world, like the United Kingdom and the United States, have started to tie reopening to benchmarks like vaccination rates. We have heard nothing from the federal government on that. In fact, it has shied away from talking about this. I realize we are in the third wave right now. I do believe the federal government's failure to deliver vaccines to Canadians in January and February exacerbated the third wave.

Health  There was news today that the latest shipment of Moderna is once again delayed, and it may be delayed again next week. That vaccine is very important, being an mRNA vaccine, given that the government has advised against giving the AstraZeneca vaccine to those under the age of 55. Supply is an issue. Also, the Australians today said that they would not be using the AstraZeneca vaccine in their vaccination program against COVID, and the Americans just announced a pause on using the Johnson & Johnson vaccine.

Health  Speaker, Johns Hopkins estimates that to achieve herd immunity for COVID-19 at least 70% of a population needs immunity, and 70% of Ontario's population is 9.8 million people. Ontario has the capacity to vaccinate 100,000 people per day. At this rate, the province could have already vaccinated 10 million people, enough to reach herd immunity. The federal Liberals did not send anywhere close to this number of vaccines.

Health  Speaker, given the need for clear, transparent and effective communications on advice regarding vaccine efficacy and safety, what concrete action has the Minister of Health undertaken this week to correct deficiencies and better coordinate public communications between NACI, PHAC, Health Canada, her office and cabinet?

Health  Speaker, I will remind the minister that the original contract she signed with Pfizer and AstraZeneca only had vaccines arriving in late February and March respectively. Political pressure from the opposition made a difference. Shortages in January and February cost approximately 2.8 million Ontarians their chance to get a COVID vaccine during these months.

COVID-19 in Alberta  I wonder if there are a few things she wishes the Liberal government would do right now, whether in the delivery of vaccines or more rapid tests, or in understanding the plight of the constituents in her riding. What would they be? I really want to thank her for her honesty in rightly pointing out that there has been a lot of finger pointing tonight and not a lot of solutions, even though she brought them to the House's attention in her speech.

COVID-19 in Alberta  That is what I am talking about: understanding that this is a year and a half in and we need a more durable solution that keeps people safe, that stops the spread of COVID, but also understands and highlights the inequities of lockdown that have been exacerbated. Lockdown is classist. We need more vaccines. We need more equity in this country, and the only way we are going to do that is to start saying the obvious: that not everybody can afford to sit at home indefinitely.

COVID-19 in Alberta  There are a lot of people in my community who do not have the luxury of being able to stay at home and work from home and self-isolate or wait for the disastrously termed “preferred vaccine”. That is just not the reality. Lockdown is a luxury for a lot of people in my community. That is the reality for gig economy workers, taxi drivers, people who were in the resource industry; they are the Alberta economy.

Health committee  Earlier, I think it was last week, the Prime Minister said something to the effect that vaccinations on their own are not enough to keep us safe. Then Dr. Tam said that vaccines aren't a panacea. Are you concerned at all, Mr. Stewart, that what you just said might actually cause questions in the Canadian public about vaccines?

Health  Speaker, when the minister patronizes me, she patronizes every Canadian who has the same question. The concept of vaccine mixing will be confusing to some Canadians, and the chief public health officer opened this front this morning. Therefore, I will ask her again. For Canadians who have already received one dose of AstraZeneca, should they wait for another dose of AstraZeneca no matter what the time delay or does the health minister expect Canadians might be told they can or should have one or more doses of Pfizer or Moderna to achieve full immunity?
