Privilege  It directly affects the type of work that I can do, the type of work I am interested in doing, the type of work I have been asked to do by the leader of my political party as the shadow minister for immigration, refugees and citizenship. Refugees are quite core to that. Many of these people have applied for and obtained protected person status in Canada. I read your ruling, Mr. Speaker, and this is, like you said, material to the type of work that I do.

Immigration, Refugees and Citizenship  Mr. Speaker, the Minister of Immigration is meeting with his counterparts tomorrow and there is no shortage of demands. Quebec is calling for the integration of asylum seekers to be shared with the provinces, a cut to temporary immigration, the approval by Quebec of its candidates, French-language training requirements in federal programs, not to mention a $1-billion reimbursement for welcoming asylum seekers.

Foreign Affairs committee  Thanks to funding from Global Affairs Canada, thousands of out‑of‑school girls and adolescent girls, including refugees, have entered the school system and the labour market. Through the project, they are studying in schools that are better adapted and safer, where education is of better quality and is delivered in a gender‑sensitive and conflict‑sensitive way.

Petitions  Because of the shortage of admission targets, the processing time has exceeded the stipulated 6.5 months, with some applicants waiting up to a year or more. The petitioners are calling on the Minister of Immigration, Citizenship and Refugees to acknowledge the humanitarian crisis that has occurred, adhere to and uphold the priority processing guidelines as outlined and allocate additional admission targets to the Hong Kong pathway to effectively address the backlog.

National Framework for a Guaranteed Livable Basic Income Act  We can do better. That is why I put forward this bill. For anybody over the age of 17, including students, refugee claimants, temporary foreign migrant workers, kids who would age out of care into income insecurity and without housing, and any seniors in my riding who are currently on the verge of being houseless, it would provide them what they need, especially for women.

Extraterritorial application (2) Despite subsection 26(1), a person who commits an act referred to in subsection (1) while outside Canada is deemed to have committed it in Canada if (a) the victim is in Canada; or (b) the victim is outside Canada and (i) the person or the victim or both are (A) a Canadian citizen, (B) a person who is ordinarily resident in Canada, (C) a permanent resident within the meaning of subsection 2(1) of the Immigration and Refugee Protection Act , (D) a person who owes allegiance to His Majesty in right of Canada, or (E) a person who is locally engaged and who performs their functions in a Canadian mission outside Canada, or (ii) is a person described in any of clauses (i)(A) to (E), the intimidation, threat or violence is in relation to the victim’s child, relative or intimate partner , as defined in section 2 of the Criminal Code , and the child, relative or partner is in or outside Canada.

Budget Implementation Act, 2024, No. 1  Division 38 of Bill C-69 is where the Liberals have put in some amendments to the Immigration and Refugee Protection Act with respect to sending detained immigrants to federal penitentiaries. Not only are jails the most expensive way to house a person in this country, but human rights groups like Amnesty International have been sounding the alarm about this.

The Hongkongers who are here are safe, and we have absolutely no intention of sending them back. I am pleased to announce today that we will be announcing, as of May 22, that the Hongkongers who are here and have a valid status will be able to apply for a three-year open work permit while they wait for their permanent residency.

Status of Women committee  The challenges posed by coercive behaviour are particularly pronounced within the legal system, especially for marginalized communities, such as immigrants, refugees, the disabled and gender-diverse individuals. This pattern of abuse often involves emotional manipulation, leaving victims feeling trapped and powerless. Furthermore, as the committee just heard, litigation abuse is a prevalent issue across legal domains, including family situations such as parental alienation, children's custody, lack of spousal support and so many other experiences.

Canada-China Relations committee  My father was born in a free and independent Tibet in 1934. My brother was born in a Tibetan refugee camp in south India. I was born on the traditional land of the Songhees and Esquimalt nations in Victoria on Vancouver Island. As a Tibetan Canadian, I have to say that I welcomed the announcement of Canada’s Indo-Pacific strategy last year for numerous reasons, but most significantly because it brings into the light some critical truths about the People's Republic of China that Tibetans have known all along and that we need the world to recognize if we are to successfully navigate the clear and present threat that the PRC poses to peace and security in our world.
