National Defence Act Madam Speaker, I remember the last time I had to do this we were able to find a way forward, and I am hoping that again we will be able to find a way forward. If not, I have a responsibility to advance legislation. An agreement could not be reached under the provisions of Standing Order 78(1) or 78(2) with respect to the second reading stage of Bill C-77, an act to amend the National Defence Act and to make related and consequential amendments to other acts.
