Federal-Provincial Fiscal Arrangements And Federal Post-Secondary Education And Health Contributions Act  This bill clearly shows that Canada's Liberal government paid no attention whatsoever to the message delivered by the people of Quebec, who elected 54 members of the Bloc Quebecois. Quebecers no longer want to be dependent on a system that encourages them to stay poor. The current system is an incentive to inefficiency. In spite of all this, the federal government has decided to deal with equalization as if it were business as usual.

Federal-Provincial Fiscal Arrangements And Federal Post-Secondary Education And Health Contributions Act  The question is whether we can work together as a nation with all our component parts to ensure that if the principles are no longer valid then there will be a debate on it. If the principles of a universally funded health care system are not valid and assistance to post-secondary institutions is not valid then let us have a public debate on it, and not necessarily here.

Federal-Provincial Fiscal Arrangements And Federal Post-Secondary Education And Health Contributions Act  Regarding this matter, we know that if the trend continues, as the hon. member mentioned, then in a few years time, Quebec will no longer be receiving any funding at all. Eventually, a number of provinces would see their share also reduced to zero. In 1977 the federal government made a commitment to the provinces in the area of established programs financing.

In this case they were incapable of doing it themselves and that is why we are in the House debating it today. An arbitrator, on the other hand, does have authority to prescribe a solution.

Will the Prime Minister take this advice and sell Petro-Canada and apply the proceeds of the sale to the federal deficit?

Indian Affairs  What the native people do not agree with are the provisions concerning the reserves which the Prime Minister implemented at the beginning of the 1970s, when he was minister of Indian Affairs, and which keep them in a state of dependence. Chief Mercredi admitted yesterday he no longer has control over the situation on the reserves. His request for an amendment to the Indian Act which would recognize Indian self-government is fundamental but has not been answered yet.

House Of Commons Standing Orders  Canada's national strategy to reduce tobacco use has gone a long way toward reinforcing the idea that smoking is no longer cool for youth and a lot less socially acceptable among adults than once was the case in this country. This strategy has proceeded on a broad front with federal legislation restricting cigarette advertising and requiring strong visible health warnings on the product package, with health promotion campaigns aimed at encouraging young people to think twice about starting to smoke and to break free from social pressures to start smoking, and with federal legislation to raise the age at which people may legally be sold tobacco products to 18.

House Of Commons Standing Orders  Once again, the Bloc Quebecois believes that this infringes the fundamental right of members to control government legislation. With this reform, the opposition could no longer delay debate; from at least six hours allotted to the official opposition under the present Standing Orders, we would have at most one hour under the government's proposal. It seems that the power of backbenchers is being strangely eroded, as I already said several times, whence the reluctance of Bloc Quebecois members to approve such a measure.

Crown Liability And Proceedings Act  The federal structure never allowed Quebec to fully affirm its autonomy and extend its jurisdiction to an international level. Quebec can no longer endure this situation which limits its possibilities; the failure of the Meech Lake Accord confirmed the dead end in which Canada put itself. Let us not forget that Quebec was always willing to participate in federal-provincial consultations on NAFTA, and always strongly defended Quebecers' interests at those meetings.
