Cannabis Act  Mr. Speaker, forgive me for rising at this late hour to raise this point of order. I do not believe we have quorum in the House to continue the government's business, which I thought was the purpose of these late sittings.

Cannabis Act  Mr. Speaker, at this late hour, I am pleased to rise to ask a question of my colleague, the member for Edmonton West. My specific question is on the enforceability of many portions of the act. It is fine to write legislation, even if it very poorly written, as I think Bill C-45 indeed is, but there is a lack of enforceability for sections such as how we will actually enforce the limit on four plants in a dwelling.

Cannabis Act  Madam Speaker, the member for Scarborough Centre mentioned at the beginning of her speech that the goal of the government is to eliminate the black market. When we look at the preamble of the law, it does not mention that as a goal. It is not a stated purpose of this legislation.

House debate  Mr. Speaker, I thank the hon. member for Saint-Hyacinthe—Bagot for her speech. In April, during World Autism Awareness Day, over a dozen MPs across the way had a photo op with people who supported the autism partnership. Could the hon. member tell me why no money was allocated to the autism partnership in this budget?

Every year this Calgary festival aims to inform, educate, and entertain in a celebration of the beautiful customs and traditions of Ukraine.

MP for Calgary Forest Lawn  Mr. Speaker, 20 years ago, in the former riding of Calgary East, a man we affectionately know just by his first name was elected to this House. With his trademark quips like “our position has not changed”, or “wake up and smell the thing”, the member for Calgary Forest Lawn has become a cherished parliamentary institution.

Cannabis Act  Mr. Speaker, the member brought up one international example. As we know, Canada is party to three international treaties governing how narcotics are dealt with, including the United Nations Single Convention on Narcotic Drugs in 1961, the United Nations Convention on Psychotropic Substances in 1971, and the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances in 1988.

Business of Supply  Mr. Speaker, one of the advantages of possibly being the last speaker on this opposition day motion is that I get to do a recap of the day's debate. I have been here for several hours and have heard what many member on all sides of the House have said. One of the sad things is that if Motion No. 14 had been amended, as the opposition had wanted it to be, we would be speaking about the Trans Mountain pipeline late into the evening, until midnight.

Business of Supply  Mr. Speaker, I know my colleague hails from British Columbia. I would like to ask her a question about this agreement that the B.C. Green Party and the B.C. NDP have reached, and get her thoughts on what she believes the government will actually do. The agreement says, “immediately employ every tool available to the new government to stop the expansion of the Kinder Morgan pipeline, the seven-fold increase in tanker traffic on our coast, and the transportation of raw bitumen through our province..”.

Business of Supply  Mr. Speaker, at the very beginning of his speech, the member said that the previous government did not approve any pipelines or see any pipelines built. I want to correct the record. Being from Edmonton, the member should know that the Edmonton to Hardisty pipeline was approved by the NEB on April 19, 2014, and then built.

Business of Supply  Mr. Speaker, obviously the member and I share at least one thing in common, which is that we both have energy workers, or those working hard to become energy workers, in our ridings. I would like to quote from the agreement signed by the B.C. Green Party and the B.C. New Democrats and get the member's view on what the government should do to stop this.

Extension of Sitting Hours  Madam Speaker, thank you for the 40 seconds that you have given me to answer. I could use 40 minutes, probably, to answer this one. In brief, we saw it with Motion No. 6. We saw it with the behaviour of the Prime Minister in the House in the previous breach of privilege. I think it was called the molestation of the member, to use the really complicated parliamentary term for it.

Extension of Sitting Hours  Madam Speaker, I have heard from that member quite often in this House, and he makes a contribution to his caucus, most definitely. What I will say is this. The opposition—Her Majesty's Loyal Opposition, official opposition, and the New Democrats and the Bloc and the single member of the Green Party—does not need to get the permission of the government for us to oppose and for how we choose to oppose.
