Extension of Sitting Hours  Madam Speaker, it will probably come as no surprise to that member that I support an elected Senate. I always have and I always will. I will also say there are many elected senators, great Conservative senators who were elected from the province of Alberta, and I hope that would be adopted throughout all of Canada.

Extension of Sitting Hours  Madam Speaker, I have listened to some of the things that were said in the previous debate, but I did not get a chance to ask a question or make a comment, so I will just say this. Many of the points mentioned by the parliamentary secretary are just ducky. The opposition does not need to submit anything to get permission from the government to oppose anything, or how we oppose it, or when we oppose it.

Extension of Sitting Hours and Conduct of Extended Proceedings  Mr. Speaker, the government House leader has been ducking the question so far. The issue is time allocation and the Liberals use of it again. I looked up the word “hypocrisy” on DuckDuckGo. It said, “An act or instance of such falseness” and “The practice of professing beliefs, feelings, or virtues that one does not hold or possess; falseness.”

Multiculturalism  Madam Speaker, let me begin with this. The parliamentary secretary did not have to come here all dressed up for a special occasion. I am honoured by the fact that he has chosen to. Perhaps he is missing Politics and the Pen. I have a great love for writing prizes, as I have mentioned before, both the Nebula prize and past debates on the budget.

Multiculturalism  Madam Speaker, I appreciate this opportunity to rise in the House and raise a matter that I had first raised with the parliamentary secretary at the time, on February 3 about the Paul Yuzyk Award for Multiculturalism. In fact, it was a multiculturalism award for which the government failed to make a call for nominations.

Committees of the House  Madam Speaker, as a new member of the House, I would like to understand the ruling of the Speaker and which standing order of the House it applies to. The member for Perth—Wellington was about to have questions and comments. I understand the ruling and I accept it, but I would like to know which standing order of the House is governed by this rule.

Anti-Semitism  Mr. Speaker, I rise to bring to the attention of the House the 2016 audit of anti-Semitic incidents made public today. Sadly, this marks the 35th year of the audit, and it is clear that anti-Semitism remains a stain on the honour of Canada. The year 2016 was the worst year in recent history for anti-Semitism, with 1,728 incidents recorded, a dramatic 26% increase over 2015.

I would remind the member that Standing Order 11(2) states that members stay relevant to the conversation today. There is an opposition motion before the House.

Foreign Affairs  Mr. Speaker, last week Ambassador McCallum said, in reference to an extradition treaty with China, “We’ve agreed to talk about the issues that need to be addressed for China or any other country to meet our high standards”, but on Friday, the parliamentary secretary said, “There are no extradition negotiations.”

Budget Implementation Act, 2017, No. 1  Madam Speaker, when we bring up our families in debate, we usually bring up our children, and we talk about what type of legacy we will leave for the next generation. In his case, the member brought up both of his sons and the debt they would be facing in the future. Therefore, I would like to hear him expand on that, with this ridiculous tax plan the government has proposed, this so-called middle income tax cut, which gave the biggest tax cut to the wealthiest.

Foreign Affairs  Madam Speaker, the Liberals have spent the last 18 months cozying up to dictators while Canadian citizens are detained and abused overseas. The latest case is China's arrest of Sun Qian, a Canadian citizen. China jails dissidents, oppresses minority Uighurs and Tibetans, uses arbitrary detention, and violates the religious rights of Buddhists, Taoists, Christians, and Falun Gong worshippers like Sun Qian.

Budget Implementation Act, 2017, No. 1  Mr. Speaker, on child poverty rates, the member mentioned at the beginning of his statement that in 1994, under a previous Liberal government, 15.5% of persons under 18 were low income. By the time that previous government left office, it was 15.7%, so the previous Liberal government did not really do anything, it failed.

We spent some time in the House procedures committee and he had to survive eight hours straight of my speech on a lot of various subjects that were pertinent to the discussion then. Budget Implementation Act, 2017, No. 1  Mr. Speaker, I thank the member for Sherbrooke for his question. Like me, he is angry that the government listens to neither New Democrats nor Conservatives when we have ideas that can help people in our ridings and people who really need help. I agree with him. We should not be helping big corporations and CEOs; we should be helping small businesses.

I want to offer a much more light-hearted critique following the heavy substance we had, provided by the many members of the Conservative caucus especially. I always start with a Yiddish proverb. I have one of course. The heaviest thing in the world is an empty pocket, and it very much applies to this budget.
