Poland  Mr. Speaker, I want to draw the attention of the House to two important events for the over one million Canadians with Polish heritage. Today marks the 226th anniversary of the May 3 Polish constitution. A symbol of freedom and democracy in a world when authoritarianism reigned supreme, it recognized the inherent dignity of all human beings, regardless of social class.

Government Appointments  Mr. Speaker, criticism was swift and consistent in response to the dual appointments of Stéphane Dion as ambassador to both the European Union and Germany. Each is a crucial and critical portfolio to manage. Now the European Union has rejected Stéphane Dion as ambassador. Can the Prime Minister explain why he would insult two of our strongest and closest allies by suggesting that Canada's relationship with each of them is a part-time job?

Chef Jonathan Sobol Memorial Award  Mr. Speaker, on April 24, family and friends of Calgary chef Jonathan Sobol came together at a gala dinner to honour Jonathan, who was tragically killed in a car crash last year. Over $100,000 was raised toward the Chef Jonathan Sobol Memorial Award. It will be given each year to support students at the same institute where Jonathan earned his journeyman's certification of culinary excellence and culinary Red Seal.

House debate  Mr. Speaker, I am familiar with the change because it did make the news when those changes were made after the terrorist attacks on Parliament Hill,. On the details of the change and how the change affects security, the differences and different models, I am not a specialist on the security of large buildings such as this, and the types of services.

House debate  Mr. Speaker, of course I would love to see this go to PROC, once members in this House have fully debated the matter. Any member is free to stand up and contribute to the debate, which then forms part of the transcript that members of PROC can use in their consideration at the committee for the types of expert witnesses they may want to call or members of Parliament they may want to have there for that further discussion at committee.

House debate  Mr. Speaker, it is a difficult question to answer because I am not a specialist on personal security, especially when it comes to an institution like Parliament. The precinct is quite large and it has enlarged over time to include new offices and new committee rooms, and it keeps on expanding.

House debate  Mr. Speaker, the member for Winnipeg North is quite good at defending the usually indefensible. He is a member who stands up quite often in the House and it is a testament that he does defend his government ably. He stands up when no other member wishes to. On the budget, all budget measures have a fixed timeline for debate.

House debate  Mr. Speaker, I am very pleased to join this debate. My colleague from the New Democrats in his contribution mentioned King Charles. It was King John who dealt with the Magna Carta, and he was not beheaded, actually. He died of dysentery. It was King Henry III who reintroduced the Magna Carta a second time.

Yukon Environmental and Socio-economic Assessment Act  Madam Speaker, absolutely. In my riding, I have heard from many smaller junior oil and gas companies, and even those technical services companies that provide assistance to the major companies say that that will have an immense impact. They are not going to be sending as many drills out into the field, and a good deal of this is the fault of the New Democratic provincial government.

Yukon Environmental and Socio-economic Assessment Act  Madam Speaker, the Government of Canada does reimburse first nations for consultation, just like the Government of Alberta does. In the House of Commons debate, page 11997, on March 11, 2015, a Conservative member at the time said, “the Government of Canada has reimbursed those first nations up to $98,695 for those consultations that took place”.

Yukon Environmental and Socio-economic Assessment Act  Madam Speaker, there were a lot of comments, so I will try to keep my rebuttal brief. As for clause 1, the delegation to territorial ministers, I do not think the member talked about that one. When an authority is delegated to a territorial minister, the decision is brought much closer to the population it affects.

My colleague is a biologist and a returning member to the House who has quite a bit of experience both in the field and in this place. Perhaps the member could elaborate a bit on the principles of conservative environmentalism.

Yukon Environmental and Socio-economic Assessment Act  Mr. Speaker, it was great to hear from my colleague, the member for Dauphin—Swan River—Neepawa. Hopefully I have pronounced that correctly. I always struggle with it. This House has some interesting riding names; many of them I avoid saying. Again, that speaks to the fact that in this House we have many members who have a great deal of technical knowledge who bring it to the House in order to explain their viewpoints on the value of a particular bill, either based on the clause-by-clause assessment they bring to it or because they have, perhaps, concerns of principle and differ on principle with the direction the government is taking.

Foreign Affairs  Mr. Speaker, the parliamentary secretary did a much better job of trying to address the question but again failed to answer the question of why Canada had dropped 10 spots on the index. I fear the hon. gentleman on the other side, who has honourably served our country as a Toronto police officer for many years, has been hanging out with too many lawyers.
