Committees of the House  Mr. Speaker, an amendment has been brought forward that in essence challenges the opposition parties to state what our positions would be, because we will likely be having a vote on this tomorrow. I am wondering if the member might reflect on the amendment that has been put forward this evening and give her opinion on whether it is an amendment we should be voting for.

Committees of the House  Mr. Speaker, the member made reference to Brandon and the Maple Leaf plant, and he talked about some of the conditions around Brandon. There is no doubt that trade, in particular the Korean deal more so than the EU deal, would have a very positive impact on pork production in my home province.

Committees of the House  Mr. Speaker, I can see the excitement in the member. It is valid for opposition members to ask the government questions. The Conservatives have been talking a great deal about the agreement. In principle, we have indicated we support it in the Liberal Party. Having said that, there is an expectation that the government will in fact materialize on the legislation.

Parliament of Canada Act  Mr. Speaker, we need to look at this as an opportunity. Through the bill, we have a wonderful opportunity to send a very strong and powerful message to all Canadians. If we listened to our constituents on the issue of being open, transparent and accountable, if we consulted with them and put the bill before them, I truly believe the advice we would get from them would be that this bill was worthy of a yes vote.

Protection of Canada from Terrorists Act  Mr. Speaker, Canada has a special relationship with New Zealand, Australia, the U.K., and the U.S.A.. We are known as the Five Eyes group. The other four nations have what they call a parliamentary oversight, whereby politicians are afforded the opportunity to ensure that there is oversight of national security agencies.

Protection of Canada from Terrorists Act  Mr. Speaker, I wonder if my colleague might provide some further thought regarding the Five Eyes and those countries that want to work with Canada. Here we have found that Canada has fallen short in terms of having an independent parliamentary overview of some of these very important issues, such as privacy.

Protection of Canada from Terrorists Act  Mr. Speaker, what has become very clear over the last few years is that, ever since the Conservatives obtained majority government, the current government House leader seems to have one mode in passing legislation here in the House of Commons, and that is to use the tool of time allocation.

Committees of the House  Mr. Speaker, Jack Layton and the NDP had a policy platform in 2011 stating that employers would receive a one year rebate on employer contributions to the Canada pension plan and employment insurance premiums for each new employee hired. Could the member tell us whether or not her party still believes that Mr.

Committees of the House  Mr. Speaker, my colleague and I share the same home province. One of the big issues in Manitoba, when it comes to youth unemployment, is our first nations and aboriginal people. There is a huge need there. Many complicated areas need to be discussed in consultation with different individuals, particularly first nations leaders, to come up with apprenticeship programming, even at the high school level.

Committees of the House  Mr. Speaker, the member is somewhat misleading. I was there in a provincial legislature in 1995 when the cuts she is referring to were made. I can tell Canadians that had Ottawa not made the decisions back in 1995, we would not have the health transfers and other transfers that we have today.

Committees of the House  Mr. Speaker, I really appreciate that question. Let me quickly read recommendation 19: That the federal government commit to renewing the Aboriginal Skills and Employment Training Strategy program. There is absolutely no doubt about this, and the Dauphin Friendship Centre made an excellent presentation at the committee about the need for it.

Committees of the House  Mr. Speaker, even at the provincial level there are school divisions. Quite often, the school trustees are making the decisions that impact what is being taught in high schools in particular. I think we could do a lot more in ensuring that there is a more comprehensive overall approach in dealing with the bigger picture, so that there is more continuity and consistency across Canada.
