The point I am trying to get across is, as it has been stated in recommendation 23, “That the federal government and the appropriate parliamentary committees consider further study of the following three topics”. Then it lists off the topics. The Liberal Party believes the committees need to meet to have following dialogue to ensure that the work that is important gets done.

Committees of the House  Mr. Speaker, it is with pleasure that I rise to speak to the important issue of youth unemployment. I listened to my New Democrat friends talk in particular about recommendation number 16. Following the NDP talking about that recommendation, the government then said in answer to a question I posed that people want action and results, not necessarily more studies.

It states: That the federal government and the appropriate parliamentary committees consider further study of the following three topics: student enrolment in post-secondary institutions and the effectiveness in job preparation; student tuition fees and debt; and domestic and international youth employment rates, as well as the factors contributing to those rates.

It held seven hearings in relation to the study, 38 groups or individuals made presentations to the committee, and an additional 26 written briefs were provided.

Aboriginal Affairs  Mr. Speaker, Rinelle Harper is a survivor. She is a 16-year old first nations girl who was sexually assaulted, beaten, and thrown into the Assiniboine River. She pulled herself out of the river where she was again beaten and left for dead. Grand Chief David Harper stated, “...today, moving forward as family and as a community we ask that this is a time [that the] wind has to change. ...it is [in] each and every one of us, [it is] our responsibility [to be able] to make that change.

Energy Safety and Security Act  Mr. Speaker, I have a question for the member in regard to liability insurance. Is it the position of the New Democratic Party that, whether it is nuclear or offshore oil drilling, any private sector company wanting to go in that direction would be obligated to have unlimited liability insurance?

Committees of the House  Absolutely, Mr. Speaker. As a member of Parliament, I like to stay in touch with my constituents and keep them aware of the type of the things we do. We have done this. This is not just a one-off. We now have held our third annual Winnipeg North's Got Talent event. I have gone to other events throughout the year where I have met many of the young people who have gone through the event, which I host.

Energy Safety and Security  Mr. Speaker, the issue of liability insurance could be of great interest to many people with regard to the cost of acquiring it. There is a need for government to get engaged sometimes, and the best example I can come up with was after the 9/11 disaster when the government had to get involved in terms of insurance in order to secure air flights.

Energy Safety and Security  Mr. Speaker, the member is quite right in her assertion of just how dependent Canada is on our natural resources, which employ a good number of people from every region of our country. She also put emphasis on our aboriginal and first nation communities. There is no doubt there is a great deal of reward economically.

Energy Safety and Security  Mr. Speaker, I want to reflect on the importance of offshore activities on the east coast, the number of jobs that have been generated, and the economic wealth that is being created because of the amount of exploration and drilling that is taking place. The government is bringing forward legislation that would have a significant impact on the activities in that region.

Red Tape Reduction Act  Mr. Speaker, I have a follow-up question. When a number of regulations are being taken away in one department, whereas in another area there is a dramatic increase in regulations, in principle does the member believe that where we reduce regulations there might be some benefit in terms of having some balance to it?
