Softwood Lumber  Mr. Speaker, the softwood lumber trade war is reigniting and Quebec has reason to be concerned. In a joint press release with Barack Obama in June, the Prime Minister did not say a word about exempting Quebec from any protectionist agreement. Worse yet, he is okay with a future agreement covering remanufacturers.

Canada-European Union Comprehensive Economic and Trade Agreement Implementation Act  Madam Speaker, I thank my colleague for his comments and his question. We are getting into fairly technical details. The sections dealing with investor rights are usually one of the problems with international agreements. For example, chapter 11 of NAFTA indicates that if a multinational operates in a country and that country adopts new rules that could reduce future profits, the multinational could sue the government and be fully compensated for all profits, even those not realized but forecast.

Canada-European Union Comprehensive Economic and Trade Agreement Implementation Act  Madam Speaker, I thank my colleague for this very important speech. Clearly, it is Quebec's cheese and dairy farmers who are being sacrificed in this agreement. We were given assurances that they would not be forgotten. The announcements that were made in the past few weeks do not really cover the consequences for these producers.

Canada-European Union Comprehensive Economic and Trade Agreement Implementation Act  Mr. Speaker, the context surrounding the debate on the bill to implement the free trade agreement with Europe is unique. People everywhere are starting to be skeptical about free trade agreements, when they are not downright angry about them. We saw it last summer with the Brexit vote, and we saw it more recently still with the U.S. election.

Health  Mr. Speaker, after moving forward with Stephen Harper's cuts to health transfers against the unanimous will of the National Assembly, and after imposing the NDP's conditions on allocating funding from our taxes against the unanimous will of the National Assembly, the minister decided, from on high, to take it one step further by giving herself the right to make decisions on our behalf.

Dairy Industry  Mr. Speaker, Quebec produces more than 60% of Canada's fine cheeses. Our cheese producers will be hit the hardest by imports of more than 17,000 tonnes of subsidized European cheese. It will be our producers who pay the price for this unprecedented competition. Our cheese producers have been abandoned by Ottawa, because $25 million a year for four years divided among all the provinces is an insult to an industry that we have every reason to be proud of.

Climate Change  Mr. Speaker, we have all owned an old used car that faithfully got us to work every morning until the day we were told it needed thousands of dollars' worth of repairs. Nobody spends that money. We do the bare minimum to get to work, we forge ahead, and we invest in something that will last.

Aerospace Industry  Mr. Speaker, the government is throwing another $3 billion into the bottomless pit that is Muskrat Falls: 22 cents per kilowatt hour is a slippery slope. To date, almost $10 billion of taxpayer money has been invested in a project that should never have been started and that will never make a profit.

Post-Secondary Education  Mr. Speaker, in its economic update, the government did not allocate one red cent to education transfers. This means that it is going ahead with its plan to take $120 million away from Quebec's students. That $120 million would make quite a difference to students living on a budget.

Budget Implementation Act, 2016, No. 2  Mr. Speaker, I thank my colleague for his question. In fact, it is very worrisome. They are playing with Canadians' money. People want services in exchange for the taxes they pay. When managing the budget of a country like Canada, the government must always be conscientious and prudent.

Budget Implementation Act, 2016, No. 2  Mr. Speaker, I thank my colleague for his intervention and for the work he and his party are doing to combat tax evasion and the diversion of profits to tax havens. Country-by-country reporting is a good initiative that was introduced as part of the OECD's work. However, it is but a very small step in the right direction, and infinitely more needs to be done immediately.

Budget Implementation Act, 2016, No. 2  Mr. Speaker, we are debating the second and last budget implementation bill. Unfortunately, the needs expressed by Quebec citizens and organizations are still not addressed in the budget. With respect to the health, education and social service transfers, the cuts announced by the Conservatives have not been reversed.

Fall Economic Statement  Mr. Speaker, I thank my colleague from Rimouski-Neigette—Témiscouata—Les Basques for his speech. I have a rather technical question for him. In its budget, the government announced that it was abolishing PPP Canada. We were glad about that. We felt it was high time for that to happen.
