Controlled Drugs and Substances Act  Mr. Speaker, I absolutely agree that looking at the drug issue requires a comprehensive approach. We do need a national prevention campaign. Addiction is an illness and we need to provide treatment for those who are suffering with this addiction. Part of this needs to involve the legal system as well.

Controlled Drugs and Substances Act  Mr. Speaker, I rise today to support Bill C-15, An Act to amend the Controlled Drugs and Substances Act. With respect, I do not support the NDP amendment. Mr. Speaker, I wonder what your earliest memory is. I asked my colleagues and their memories were of eating ice cream for the first time, playing in a sandbox and reaching for the sky while swinging.

The Environment  Mr. Speaker, in the last three years, we have had three ministers and three plans to address climate change. The Conservatives acknowledged last week that federal rules to limit industrial greenhouse gas emissions will not even be developed for another year, nor will they be implemented for another six years , because they want to wait for the U.S.

Medical Isotopes  Mr. Speaker, Canadians who are facing cancer are under tremendous stress. The shutdown of Chalk River has adversely affected the necessary supply of medical isotopes that 5,000 patients a day in Canada need. The government faced a similar situation a year and a half ago. It said then, never again.

Nuclear Liability and Compensation Act  Madam Speaker, I absolutely agree that we must look at the life cycle in the production of nuclear energy. I was very clear that the bill is part of a web of protection that is needed, in terms of mining the material and how we store it. I was clear in mentioning that we do not know the long-term environmental and human health impacts.

Nuclear Liability and Compensation Act  Madam Speaker, it is important that liability has been increased from $75 million to $650 million, but is that enough? Does that take into account the environmental impacts? It depends on where the reactor is and the size of the leak. Will it take into account the human health impacts?

Nuclear Liability and Compensation Act  Madam Speaker, nuclear energy is part of the mix today. However, we have to ensure that it is safe. Chalk River had leaks in 1952 and 1958. There are leaks today. We do not know what the environmental and health hazards are going forward. Therefore, safety has to be paramount. In talking about climate change, it is our most pressing environmental issue.

Nuclear Liability and Compensation Act  Madam Speaker, ballet slippers for little feet, cardboard pictures of Lenin and dolls in various states of dress and dismemberment provide a glimpse into kindergarten life before it came to a standstill in April 1986, when Chernobyl's reactor 4 exploded. The fire burned for 10 days, contaminating tens of thousands of square miles, and the fallout was 400 times greater than that of Hiroshima.

Family Homes on Reserves and Matrimonial Interests or Rights Act  Madam Speaker, Bill C-8 is inconsistent with first nations right to self-determination, which is recognized in our Constitution. It is contrary to first nations jurisdiction over family law, which was recognized by the Royal Commission on Aboriginal Peoples. I would like to stress that it is up to first nations to identify gaps in laws and address them as they see fit in their own law-making initiatives.

Family Homes on Reserves and Matrimonial Interests or Rights Act  Madam Speaker, I think there is consensus in the fact that all first nations women's groups are opposed to the bill. Moreover, the bill does not meet the requirements of the UN declaration, which the government did not sign. The Conservative government was one of only four governments not to sign the declaration, and that number is now down to three.

Family Homes on Reserves and Matrimonial Interests or Rights Act  Madam Speaker, I support the amendment of my hon. colleague. Although September 13, 2007, will be celebrated as a day when indigenous people and the United Nations moved to reconcile painful histories and resolved to move forward respecting human rights, it will not be remembered so here in Canada.

Family Homes on Reserves and Matrimonial Interests or Rights Act  Madam Speaker, government ministers have repeatedly claimed that the Declaration on the Rights of Indigenous Peoples is incompatible with the Canadian Constitution and Charter of Rights and Freedoms. However on May 1, 2008, a group of more than 100 Canadian lawyers, scholars and other experts published an open letter that described the government's claims as erroneous and misleading.

Marine Liability Act  Mr. Speaker, I thank the hon. member for noticing this and taking the time and effort to go back three times. He clearly feels very strongly about this. I also thank him for his attention to the bill and for his very thoughtful discussion. I am wondering if the member could share why he thinks his amendment was voted against, especially when the vote was in favour of a foreign vessel over Canadians.

Environmental Enforcement Act  Mr. Speaker, I am afraid I cannot comment on the government's position. What I am concerned about, however, is that perhaps there is a lack of understanding regarding science. I think there has been investment in infrastructure, but the reality with scientists is that we need to fund people and we need to fund research.
