Questions Passed as Orders for Return  With regard to the Enhanced Representation Initiative (ERI) run by Global Affairs Canada and its predecessors DFAIT and DFATD, since January 1, 2015: (a) what was the total cost of the ERI in 2015 and 2016; (b) what is the total cost of running each new consulate and consulate general implemented by the ERI, broken down by (i) year, (ii) type of cost, including, but not limited to, salaries and rent; (c) what is the total cost of employing each of the 20 honorary consuls taken on by the ERI, including housing and relocation costs, broken down by (i) year, (ii) city where each honorary consul is located; (d) what is the total number of formal meetings with United States officials, and business, trade, and foreign relations stakeholders held with each consulate, consulate general, and honorary consul, broken down by year; and (e) for all states and cities where a new consulate was opened, an existing consulate upgraded, and a honorary consul appointed, what has been the total economic effect for Canada as a result of implementing the ERI, including, but not limited to, economic benefit through trade and cooperation due to increased diplomatic presence, broken down by year?

Canada-Ukraine Free Trade Agreement Implementation Act  Mr. Speaker, the member raised the issue of human rights, which is interesting to bring up in this debate. It is relevant, because when we trade with another country like Ukraine, we have to ensure what whatever we are trading with it is not then used in the oppression of the people locally or potentially used by Russian forces on Ukrainian territory to further their interests on the ground.

Canada-Ukraine Free Trade Agreement Implementation Act  Mr. Speaker, the answer to my colleague's question is that this is a great opportunity for first, second, and third generation Ukrainians in Canada. It is an opportunity to use their language and culture to create new opportunities for the businesses they work for or own. Free trade with Ukraine will be a great opportunity for those who already understand the language and culture.

Canada-Ukraine Free Trade Agreement Implementation Act  Mr. Speaker, obviously when we talk about first principles, the principle in trade is again a willing buyer and a willing seller. As long as we can match those two people together, and usually it is not the government that is getting between and that should be avoided at all costs, there should be as much freedom as possible for two people to decide what they want to buy.

Canada-Ukraine Free Trade Agreement Implementation Act  Mr. Speaker, I did not realize the member had Ukrainian heritage, but I congratulate him for it. Obviously, I think this will be the first time this would happen in this Parliament. I am going to agree with the member. I think it is a great opportunity for not just the middle class, but for all classes in Canada.

Canada-Ukraine Free Trade Agreement Implementation Act  Mr. Speaker, I am very pleased to be joining the debate on Bill C-31. I would like to thank the member for Selkirk—Interlake—Eastman for his contributions so far. It is a great introduction to the intervention I intend to make. The member reminded this House that it was indeed Yanukovych's refusal to implement the free trade agreement with Europe that led to the downfall of his regime and to freedom for Ukrainians and unfortunately, today, to the crisis of Ukrainians having to repel an attack from Russian forces, initially under the guise of being a so-called separatist movement.

Middle East  Mr. Speaker, this weekend the world again saw darkness as three separate terrorist attacks rocked the Middle East and Turkey, leaving at least 117 dead and 226 wounded. In Cairo, parents and children were indiscriminately murdered while they worshipped, in a brutal violation of the peace and safety that the church represents.

Income Tax Act  Mr. Speaker, I am pleased to join the debate in support of the private member's bill put forward by my colleague from Edmonton West. This legislation would amend for tax purposes how retirement savings plans and RRIFs are treated. I should mention my colleague's great work as the former president of Vancouver Island's largest hospital foundation.

Crimean Tatar Deportation (“Sürgünlik”) Memorial Day Act  Madam Speaker, I want to thank my Conservative colleague from Edmonton Griesbach for introducing this bill. I am very pleased to take part in this second hour of debate. I also thank him for introducing Bill C-306, establishing a Crimean Tatar Deportation Memorial Day and recognizing the mass deportation of 200,000 Crimean Tatars in 1994 as an act of genocide.

Questions on the Order Paper  With regard to the national debt of Canada: (a) what was the national debt on November 4, 2015; (b) what is the current national debt; and (c) what is the projected amount of national debt for the end of each of the following fiscal years (i) 2016-2017, (ii) 2017-2018, (iii) 2018-2019?

Budget Implementation Act, 2016, No. 2  Mr. Speaker, let there be no doubt that the member is an expert at ratcheting up the rhetoric in the House. There are so many things to fix in the member's commentary, especially on the facts side, and I will deal with a few of them. I know that members on this side of the House will explain whatever else needs to be explained to the member.

Budget Implementation Act, 2016, No. 2  Mr. Speaker, my colleague's riding of Foothills has been downgraded. People who are on fixed income will suffer the most from a carbon tax. What is most pernicious about it is that it would be a tax on everything. Transportation fuel costs would be much higher. We have seen this in Alberta with what the Alberta NDP government is going to do.

Budget Implementation Act, 2016, No. 2  Mr. Speaker, the member has the second most beautiful riding in Canada with mine obviously being the first. I will start with the child poverty rate in Canada over the last nine or so years under the previous Conservative government. According to the latest Statistics Canada data available, the rate went down from 16.3% to 14.7%.
