Supply  I listened with intent as the member talked about the importance of reducing taxes and getting taxes back in the hands of everyday Canadians. He also asked where the money was coming from. We have in this country a program of equalization payments. It is a very complex formula but basically the object is to bring everybody in the country to common standards in health and education.

Prisons And Reformatories Act  Therefore we would deem that any person who commits on two separate occasions an offence causing serious personal injury, as defined under section 752 of the Criminal Code, a dangerous offender and subject to an indeterminate period of imprisonment. Again, this came from Reformers, everyday Canadians, who care enough about this country to make changes which are going to make it a safer place to live. The Reform MPs who are working in this area have taken this policy from assembly and have built substantial policies which will make things better.

Everyday Canadians are making those choices and there are a great many individuals among us who are working to promote a healthier Canadian environment. A few of those individuals are with us today in the public gallery who moments ago the House and the Chair recognized.

Broadcasting Act  It attempts to address a practice which for some reason has become acceptable to the cablevision industry but clearly is not acceptable to everyday Canadians. Why do I say that? Most of my riding is serviced by the Rogers cablevision network system, on which I do a program once every two weeks. When this process of negative option billing was introduced, there was an immediate outrage among my constituents.

Members Of Parliament Retiring Allowances Act  However, these were merely two small baby steps toward badly needed major strides that should have been performed in reforming MPs' pensions in this country. Our goal should be nothing other than a pension plan similar to those allowed to everyday Canadian seniors. For them the Income Tax Act continues to set a 6 per cent limit on pension contributions. However, under Bill C-85 MPs' pension contributions will only drop from the present 11 per cent to 9 per cent.

They were small business owners and major corporations. They were organizations like the Vancouver Board of Trade, the British Columbia Chamber of Commerce, the Fraser Institute and the Canadian Taxpayers Federation.
