Impact Assessment Act  moved: That, in relation to Bill C-69, An Act to enact the Impact Assessment Act and the Canadian Energy Regulator Act, to amend the Navigation Protection Act and to make consequential amendments to other Acts, not more than one further sitting day after the day on which this Order is adopted shall be allotted to the consideration at second reading stage of the Bill; and That, 15 minutes before the expiry of the time provided for Government Orders on the day allotted to the consideration at second reading stage of the said Bill, any proceedings before the House shall be interrupted, if required for the purpose of this Order, and, in turn, every question necessary for the disposal of the said stage of the Bill shall be put forthwith and successively, without further debate or amendment.

Fisheries Act  Madam Speaker, an agreement could not be reached under the provisions of Standing Orders 78(1) or 78(2) with respect to the second reading stage of Bill C-68, an act to amend the Fisheries Act and other acts in consequence. Under the provisions of Standing Order 78(3), I give notice that a minister of the crown will propose at the next sitting a motion to allot a specific number of days or hours for the consideration and disposal of proceedings at the said stage.

Tourism  Mr. Speaker, as my colleague from the riding of Montarville said, I am very proud to announce that last year was a banner year for Canadian tourism. We welcomed more than 20.8 million international visitors, with record numbers from all over the world. This success belongs to the 200,000 tourism operators, most of which are small businesses, and to the 1.8 million Canadians who work in the tourism sector.

Cree Nation of Eeyou Istchee Governance Agreement Act  Mr. Speaker, there have been discussions among the parties and if you seek it, you will find unanimous consent for the following motion. I move: That, notwithstanding any Standing Order or usual practice of the House, Bill C-70, An Act to give effect to the Agreement on Cree Nation Governance between the Crees of Eeyou Istchee and the Government of Canada, to amend the Cree-Naskapi (of Quebec) Act and to make related and consequential amendments to other Acts, be deemed read a second time and referred to a committee of the Whole, deemed considered in Committee of the Whole, deemed reported without amendment, deemed concurred in at the report stage and deemed read a third time and passed.

Today was a great day for Canadians as we announced our supercluster strategy, and I am sure they appreciated hearing those results. Business of the House  Upon our return following the constituency week, we will have two allotted days, the first on Monday, and the other on Thursday. On Tuesday, we will consider Bill C-69, the environmental assessment act. As the Minister of Finance announced in the House on Tuesday, the budget speech will be held on Tuesday, February 27.

Ethics  Mr. Speaker, as I have said on numerous occasions, immediately after the report was released, the Prime Minister accepted responsibility and he accepted its findings. As the ex-commissioner has stated clearly, these are costs that are incurred in the function of the Prime Minister, as was the case for previous prime ministers.

Ethics  Mr. Speaker, as I have said many times, the former commissioner acknowledged that the costs were incurred as part of the role of the Prime Minister. After the report was tabled, the Prime Minister accepted responsibility and we accepted the findings.

Ethics  Mr. Speaker, as I have said on numerous occasions, the former commissioner, in her report, acknowledged that these costs were incurred as part of the role of the Prime Minister, and this was the case for past prime ministers. Security agencies make recommendations. We take their expertise and we accept their recommendations.
