Canada Elections Act  Mr. Speaker, the bill would, frankly, put lipstick on the Liberal's cash for access pig. The bill would do nothing to change the fact that if the Prime Minister wanted to charge $1,500 for access to him, he could still talk about government business with these people. There would be no significant change.

Canada Elections Act  Mr. Speaker, this is a really interesting bill. It is a really interesting topic. I am often asked by colleagues around the world what makes the Canadian system different from electoral systems such as the one in the U.S. One of the great things about Canada's electoral system is that we actually do not have the same sort of strain or pressure on us from corporate interests or wealthy donors as we see in the U.S.

Health  Mr. Speaker, after months of pressure and a disastrous committee appearance on the part of his minister, the Prime Minister relented and has reversed his decision to remove female genital mutilation as an intolerable practice in Canada's citizenship guide, but more needs to be done.

Women's Rights  Mr. Speaker, news reports this morning state that lranian police have arrested 29 women who have protested the country's oppressive laws against women by removing their hijabs in public places and waving them aloft on long poles. I am asking all of my colleagues here to stand with me to demand the release of these women and to demand that Iran reverse laws that oppress and degrade women.

Immigration, Refugees and Citizenship  Madam Speaker, the question was very clear. The Prime Minister is in Winnipeg tonight. The Yazidi boy Emad is in Winnipeg. He asked for a meeting with the Prime Minister a long time ago. He wanted to be a voice for his people. The Prime Minister did not even given him the courtesy of an answer.

Immigration, Refugees and Citizenship  Madam Speaker, tonight the Prime Minister is in Winnipeg. He is holding a town hall meeting. There is somebody else who is in Winnipeg. He is a 13-year-old Yazidi boy who was held captive by ISIS for many years. He was only found out to be alive after his mother, who is in Winnipeg as a refugee, saw a picture of him on social media.

Tobacco and Vaping Products Act  Mr. Speaker, the point of the legislation is to say that we would like to reduce it to this amount and that this is how this regulation is going to do that. That is kind of what we do here. If we are going to spend taxpayer dollars on implementing a regulatory framework, where there will be staff required and all sorts of different things to do this, it is kind of ridiculous if we cannot exactly measure it.

Tobacco and Vaping Products Act  Mr. Speaker, I agree with many of the points my colleague has made. Again, this is why part of the discussion at committee needs to be around that whole measurement framework. My colleague from the NDP made some good points as well that there are bodies of research. I read one study showing there might be a correlation between how people perceive the taste of nicotine products in plain packaging versus regular packaging.

Tobacco and Vaping Products Act  Mr. Speaker, in his comments, my colleague reinforced the point I made in my speech. He said that some people believed this would work and that other jurisdictions had introduced this. However, is it going to work? The government needs to state very clearly how much it predicts the plain packaging initiative will reduce demand, how much the cost of implementation of this framework will be, how it will deal with the issue of a potential increase in contraband, which we need to study as well.

Tobacco and Vaping Products Act  Mr. Speaker, I would describe the thesis of my speech as helpful suggestions for committee stage. On the surface, there are quite a few positive things in this piece of legislation, and something I think all of us in the House can agree on is that it is a positive thing to reduce tobacco product usage.

Questions Passed as Orders for Returns  With regard to government procurement since July 1, 2016: what are the details of all contracts awarded to bidders who were federal public servants who received a lump sum payment pursuant to the terms of a work force reduction program, including (i) vendors' names, (ii) contracts' reference and file numbers, (iii) dates of the contracts, (iv) descriptions of the products or services provided, (v) delivery dates, (vi) original contracts' values, (vii) final contracts' values, if different from the original contracts' values?

Questions Passed as Orders for Returns  With regard to Citizenship and Immigration Canada’s (CIC) decision to accept bids for an outside contract to “develop a pool of (400) multiple choice official questions, a test blueprint, and 15 versions of the Canadian citizenship knowledge test”: (a) is it the government’s position that CIC does not have the employees or the means required to develop a citizenship test without spending money on an outside contract; and (b) how many employees are there currently in the government who develop tests as part of their jobs, broken down by department or agency?

Immigration, Refugees and Citizenship  Mr. Speaker, when asked why he met with Joshua Boyle, the Prime Minister said that he meets with people who have been freed after overseas ordeals. “I always try to defer to meeting with more people rather than fewer people.... I think that's something that's important to do.” However, Emad Mishko Tamo, a Yazidi boy who was held captive for three years by ISIS, who arrived in Canada only after months of political pressure, has asked for a meeting with the Prime Minister.

Canada Labour Code  Mr. Speaker, it goes without saying, and I have made the case, that this bill and the framework it presents are a step in the right direction. In the context of the Hill, I presented a concrete example. All of our political parties here should have a formal code of conduct on the books that anybody interacting with the parties is required to be trained on and to sign off on before being able to carry the flag or do any work under our parties.
