Questions Passed as Orders for Returns  With regard to projects or initiatives that support soil conservation and soil health in Canada, broken down by fiscal year since 2015-16: (a) what are the details of all resources dedicated to (i) developing and maintaining soil organic matter, soil erosion risk and soil cover indicators, (ii) the Canadian Soil Information Service, (iii) the Environmental Farm Plans, (iv) the On-Farm Applied Research and Monitoring program; (b) has the government established measurable goals for soil conservation and soil health, including the (i) transition to farming practices that remove carbon dioxide from the environment, (ii) farming practices that use minimal tillage methods; and (c) does the government believe that there is a link between soil health and accessible, affordable food?

Agriculture committee  Lemaire, thank you both for being here and helping guide our committee through its study of Bill C-280. I also have some questions on the credit issue. It's not the first time I've heard this brought up. I think it's the first time it's come up from a witness, Mr. Wiseman. I've heard from the government, through conversations we've had in advance of this bill, that there were some concerns about that.

Canada Early Learning and Child Care Act  I am glad that as New Democrats we have forced Liberals to see the value in such programs, and I am similarly glad that, through our confidence and supply agreement, a bill such as Bill C-35 is a part of that agreement. I would agree with the member that we are delivering programs that are going to be hugely important for Canadians. I would like to know from the hon. member, when it comes to a bill such as Bill C-35, could he talk about why it is so important to put in a legislative commitment so that we do not suffer from any possible future policy lurch?

Canada Early Learning and Child Care Act  The situation the member described is one that has existed for many of my constituents before we had child care agreements, before Bill C-35 even came into being. I do not see how those particular issues could not be helped by the bill. It is trying to enshrine a payment system, a funding system, that is trying to address the very issues that she raised as concerns in her speech and that are affecting constituents right across this country.

Agriculture committee  If I'm interpreting you correctly, that in itself is not a statement that could be adequately used as an argument against Bill C-280. It's great that it exists, but additional protections are needed through Bill C-280.

Agriculture committee  For my next question, just for the fruit and vegetable growers, I know because of how connected our two economies are, Canada and the United States, that you have a lot of contacts down south and that may also involve members of the government in the United States Department of Agriculture and members of Congress. Is there a guarantee that, if we do embark on this path of getting Bill C-280 passed into law, we will regain preferential status under PACA?

Of course, for their benefit, we are talking about the Canada early learning and child care act. This bill does a few things.

Canada Early Learning and Child Care Act  There is, absolutely, a lot more to be done. If anyone thinks we are going to suddenly dust our hands off after the passage of Bill C-35 and say that all is done, that is simply beyond any reasonable thought. I do not see Bill C-35 as being in opposition to that fact on the ground. In fact, the passage of this bill's enshrining in legislation the federal government's commitment to this funding formula is precisely the kind of action this Parliament and the leadership in this Parliament need to demonstrate in addressing the problem my colleague brought up.

Public Safety committee  Chair, and thank you to all of our witnesses for coming and helping us out on the study of Bill C-20. Mr. Scott, I'd like to start with you. We've just had a fair amount of conversation about the review of “specified activities”. I'm glad you highlighted that the Mass Casualties Commission's report noted that the failures of the RCMP were mostly systemic.
