It states: The receiving State may at any time and without having to explain its decision, notify the sending State that the head of the mission or any member of the diplomatic staff of the mission is persona non grata or that any other member of the staff of the mission is not acceptable.

Like him, I am a proud Canadian of Chinese heritage, and it is leaders like him who made it easier for people like me to serve today. Canadian Naval Tribute Project  Mr. Speaker, on April 29, I proudly attended the unveiling of the Canadian naval tribute project. The monument honours 14 Canadian heroes who put service before self, with some making the ultimate sacrifice in the defence of Canada. Thanks to the leadership of honorary naval captain Mark McQueen, navy lieutenant Sean Livingston, navy lieutenant Mark Phillips and my former commanding officer, Commander Walter Moniz, Spadina—Fort York is now home to our nation's largest flagpole, which flies the largest naval ensign in Canada.

Budget Implementation Act, 2023, No. 1  Madam Speaker, one of the challenges I see with the government is that it is willing to spend money, but it does not get good value for it. Whether it is with EI, as my colleague brought up, or we pick any number of the other investments it loves to tout, the government lacks a plan and follow-through.

Moreover, I also want to reiterate, because I had this discussion with my colleague during a late show, that there is a difference between capital expenditures and operating expenditures.

Budget Implementation Act, 2023, No. 1  Madam Speaker, 40% of my constituents work in the financial district, so this nation's fiscal responsibility, or perhaps the government's lack thereof, is something that matters to people in Spadina—Fort York. I get questions from expecting women and new mothers quite frequently about day care spots and when they can expect them to permeate our communities.

Budget Implementation Act, 2023, No. 1  Madam Speaker, as someone who will be getting married in the summer, I hope you will pass on tips on how to have a happy long marriage, beyond just saying, “Yes, dear.” Budget 2023 has some positive aspects, but they are achieved by abandoning the now politically inconvenient fiscal anchor, which was the Liberals' long-boasted-about measure of fiscal responsibility.

Foreign Affairs  Mr. Speaker, the situation in Sudan is rapidly deteriorating. Hundreds have been killed and thousands injured. Over 1,600 Canadians have registered with Global Affairs Canada; sadly, many more have not. The fighting is intense. Food and water supplies are limited. Canada has evacuated its embassy and suspended consular services.

The Budget  Mr. Speaker, with regard to the billions in investments that my colleague is speaking about, there is a difference. Those are investments in capital assets. What is the point of new stations if we do not have money to keep the lights on? To reiterate, capital assets are about investing in the Liberal bus that the City of Toronto has been thrown under, and operating expenses are about not having the money for the Liberals to turn on the bus, ride over us and then reverse and run over our city again.

Petitions  Mr. Speaker, I have the honour to present a petition from many concerned citizens of Toronto who are extremely upset by Harbourfront Centre's lack of public consultation in undertaking repairs to a cultural landmark. When Heritage Canada provided Harbourfront Centre with $20 million in repair and upgrade funding, it included the replacement of a much beloved and popular skating rink.
