Cost of Living Relief Act, No. 2  Mr. Speaker, red tape reduction is something I strongly believe in. Certainly, when I was a cabinet minister in my own province of Nova Scotia, we worked extremely hard on red tape reduction. In fact, we won provincially on that. Right now, the implementation of the dental health plan we are talking about is targeted, and the government has been working extremely hard with the provinces and territories, but also with the CRA, in order to implement it effectively.

Cost of Living Relief Act, No. 2  Mr. Speaker, I somewhat agree with my colleague, but health care must be an immediate priority for all governments, provincial, territorial and federal. This will not stop the provinces and territories from investing in their own health care systems. The idea is to complement those provincial investments.

Cost of Living Relief Act, No. 2  Mr. Speaker, it is always a privilege to rise here in the chamber on behalf of the good people of Halifax West, and especially today as we debate Bill C-31, an important and timely piece of legislation that would put money back into the pockets of some of the families that need it the most.

I wish I had that power in me, but I am only one of 300-some parliamentarians in this wonderful House of Commons. For my part, I will do whatever it takes to ensure that we have a speedier resolution to this.

Judges Act  Mr. Speaker, I served with the hon. member on the science and research committee, and she is very capable and very experienced in that field and in questioning witnesses. What we are trying to do today has been well researched and well studied and has been recommended by judges, the public and the Canadian Bar Association.

Judges Act  Mr. Speaker, it is important to know that our judicial system has to be effective and professional and that the executive branch and legislative branch have to be complementary yet separate. The selection of judges is very important in our society, for all the examples I mentioned in my speech.

Criminal Code  Madam Speaker, that is why we are doing what we are doing. We need to restore greater availability of conditional sentences. We need to give judges more flexibility to ensure fairer sentences. Criminals will still get harsh sentences, but we need to take into consideration people's personal circumstances, and that is exactly what we are trying to do with this bill.

Criminal Code  Madam Speaker, at the Standing Committee on Justice and Human Rights, we heard countless calls for change from experts on the ground and in communities. I would say to my colleague that these measures are an important step forward in the fight to eradicate systemic racism and make the justice system more effective.

Criminal Code  Madam Speaker, as I just said, these measures represent a step towards a criminal justice policy that keeps our communities safe. We know that the existing penalties do not work, which is why we introduced this bill and worked very hard in committee, where we heard from many experts.

Criminal Code  Madam Speaker, I am rising virtually this afternoon to speak to Bill C-5, an act to amend the Criminal Code and the Controlled Drugs and Substances Act. This bill is an important step forward in our ongoing work to acknowledge and address systemic racism in Canada's justice system.

Criminal Code  Madam Speaker, they are failed policies that did not keep Canadians safe or make our justice system more efficient. What they did was fill our prisons with low-risk first-time offenders who needed help. Bill C-5 removes mandatory minimum penalties that target lower-risk and first-time offenders and have been shown to increase the over-incarceration of racialized and marginalized groups.

Beechville Walkettes  Mr. Speaker, I rise today to commend a wonderful group in my riding, the Beechville Walkettes, for their commitment to supporting the health and wellness of seniors and of all residents in the community. This group was started by Beechville resident Paula Blackmore to lead regular neighbourhood walks and encourage folks to get some exercise, socialize across generations, tell jokes and check up on their neighbours.

Edward Laba  Mr. Speaker, I rise today to congratulate a young man from Halifax West, Edward Laba, on his graduation from École secondaire du Sommet. He is an outstanding student, an accomplished athlete, and has been legally blind since birth. In March, Edward, who is the assistant captain of the See Kings hockey team, competed in the 2022 Canadian National Blind Hockey Tournament in Toronto where he played as junior defence alongside his more senior teammates and won the gold medal.
