Business of Supply  Madam Speaker, I am the member for Thérèse-De Blainville, not for Newfoundland and Labrador. As we know, whether we are in Newfoundland and Labrador, Quebec or anywhere else in Canada, the main reason that should motivate us to be here is to help significantly reduce the impact of our carbon footprint on citizens.

Business of Supply  Madam Speaker, with all due respect to my colleague, there are some fallacies in the objectives of this proposal. At the same time, we can acknowledge that some people are struggling with inflation. I just finished a visit where I met with seniors. There is definitely cause to ask the federal government to do more for the most vulnerable.

Canada Early Learning and Child Care Act  Mr. Speaker, I thank my colleague for her comments, but I still have questions. I think there is a reality that she describes well: the issue of home-based child care services. When the public early childhood education services network was implemented in Quebec, both home-based and institutional child care services were accredited, for those who wanted that, in order to participate in the same mission, the same regulations of early childhood education services.

Canada Early Learning and Child Care Act  Madam Speaker, I would say that Quebec has always been a victim of its own success. The number of spaces has always been an issue. There are more than 200,000 spots, yet we still come up short. There are also certain concerns. For parents, it is important to have a space in a public child care centre precisely so they do not have to go to the private sector, where the regulations and objectives are completely different.

Canada Early Learning and Child Care Act  Madam Speaker, I would say that it is first and foremost a question of equal opportunities for children. Of course, it contributes to women's participation in the workforce. If quality child care is not an option, women are likely to leave the workforce in order to care for their children, but it will not be by choice.

Canada Early Learning and Child Care Act  Madam Speaker, it is because we put children first and we based this family policy around them. I remind members that this policy had two objectives: equal opportunity for children and work-life balance for parents. If we want to have a quality system, we need quality training for all educators working with our children.

Canada Early Learning and Child Care Act  Madam Speaker, I am very pleased to rise to speak to Bill C‑35. The minister began by commending the Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities for its work. I want to commend the member for Abitibi—Baie-James—Nunavik—Eeyou for the excellent work that she did on the Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities, which took many hours.

Questions on the Order Paper  With regard to the government’s maximum financial contribution of $260 million through the new Building Canada Fund, under the Provincial-Territorial Infrastructure Component, for the project to extend Highway 19 between Laval and Bois-des-Filion, in collaboration with the Government of Quebec: (a) what is the total amount allocated by the government as part of the agreement for this project; and (b) what are the terms and conditions of the funding agreement for this project?

Business of Supply  Madam Speaker, I thank the member for his defence of Bill C-13. We will have ample opportunity to debate it in the House. I want to remind the House that, in regard to this bill, Quebec once again claimed its full rights with respect to French integration. Only Quebec laws should govern what happens in Quebec.

Petitions  Mr. Speaker, on behalf of the petitioning Canadian citizens and residents, I am presenting a petition asking the House of Commons to pass human rights and environmental due diligence legislation. The reasons for this are legion, since many Canadian companies contribute to human rights violations abroad, as well as to environmental damage.

Inclusion of Students with Disabilities  Madam Speaker, I too would like to recognize and thank my colleague from Edmonton—Wetaskiwin. It is to his credit that he has moved this important motion. As the member said, although the motion is not binding, it does give meaning to our action, and particularly to the action that Canada needs to take with respect to the Convention on the Rights of Persons with Disabilities, which Canada signed in 2007 and ratified in 2010.

Privilege  Madam Speaker, the motion is important because it enables us to express our indignation and shine a light on what happened to my Conservative colleague and his family. Since day one, this government has been reacting instead of taking action. This has been going on for weeks. It is hard for us to believe that the Prime Minister just happened to find out last week that a member and his family were being threatened for the past two years.

Employment Insurance Act  Madam Speaker, I apologize to you and to my Conservative Party colleague. I really want to commend her for this initiative. I would even remind her that the Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities conducted a study in 2021 on a comprehensive EI reform.

Employment Insurance Act  Madam Speaker, it is a pleasure for me to speak on Bill C-318, which basically gives adoptive parents the same rights as biological parents by providing adoptive parents with the same 15 weeks of benefits that biological parents get. The Bloc Québécois is very much in favour of this bill, which will ensure fairness for all parents.

Business of Supply  Mr. Speaker, I thank my Conservative colleague for his speech. I did not have a problem with his speech, but I do have a problem with the fact that the members opposite are telling us that we, as an opposition party, understand nothing. The government does not seem to understand that a public inquiry would be a transparent, democratic way of getting to the bottom of something that is having a serious impact on our democracy.
