Business of Supply  Madam Speaker, the answer is short and sweet: yes. The Supreme Court said it, and I will say it again: yes. Decisions by the provinces do not concern the federal government, as long as those decisions are legal. The courts will overturn legislation or not based on a broad range of criteria, a series of conditions that legislation must respect.

Business of Supply  Madam Speaker, I thank my colleague for her question, which is pertinent, as always. She is right. This touches a bit on what my colleague across the way was asking a few moments ago. Should the federal government stand idly by? If the federal government is not satisfied with its own legislation, it can amend it or propose to amend it.

Business of Supply  Madam Speaker, Ottawa has the right to provide comments. We all have the right to provide comments, because we live in a free country. Freedom of expression is important. I am not saying it does not have the right to comment. I am saying that this is a provincial matter. My colleague across the way has no authority to dictate to the Ontario government how it must act, any more than he has the authority to dictate to the Quebec government how it must act.

Business of Supply  Madam Speaker, I will be sharing my time with the member for Trois-Rivières. I have only one river and he has three, but we will still share the time equally. Today's motion states, and I quote, “That the House remind the government that it is solely up to Quebec and the provinces to decide on the use of the notwithstanding clause.”

Criminal Code  Madam Speaker, Bill C‑291 is a bill that could, in other circumstances, be described as practically useless. It only changes some words. Changing the title of a bill and the name of a crime in the Criminal Code may seem rather inconsequential. In this case, there is absolutely nothing inconsequential about it.

Criminal Code  Madam Speaker, I was saying that in the case of Bill C-291, words carry weight. We are debating replacing the term “child pornography”, which is currently used in the Criminal Code, with “child sexual abuse material”. The RCMP proposed the use of the term “child sexual exploitation material”.

Criminal Code  Madam Speaker, next time I will remember to ask for a lectern. As I was saying, child sexual abuse has a significant connotation. It is pedophilia. When people talk about pornography in today's society, there is apparently some ambiguity around that word. The meaning and significance of pornography vary considerably from person to person.

Criminal Code  Madam Speaker, Bill C-295 is a bill that makes sense. It is a bill that we want to study in committee, that we want to support so that it moves forward. Like most bills in their original form, it is far from perfect, but it is worth examining. In Quebec, like elsewhere in Canada, the pandemic tested us in ways we never wanted to experience.

Public Safety  Mr. Speaker, in a Radio-Canada interview on Sunday about the invocation of the Emergencies Act, the Minister of Public Safety defended himself, stating that the act has some shortcomings and needs to be updated. That was a candid admission that his government knew it had not met the threshold for invoking the act, but did so anyway.

Public Safety  Mr. Speaker, that is precisely the precedent that the father of the Emergencies Act, former minister Perrin Beatty, was concerned about. When he appeared before the committee, he said that once the act has been used for the first time, the temptation will be to use it for other crises.

Public Safety  Mr. Speaker, the government is still not being transparent about its decision to invoke the Emergencies Act. CSIS told us that the convoy was not a threat to national security. We know the convoy did not fit the definition of a national emergency in the act. The government claims to have based its decision on one single document, an obscure legal opinion that the Minister of Justice is hiding.

Public Safety  Mr. Speaker, if the legal opinion fully vindicated the Liberals, they would have printed out hundreds of copies and distributed them to the media. The Liberals saw those legal opinions. They read the act, they saw that they did not meet the threshold to invoke the act, but they invoked it anyway.

Urban Greenness in Saint‑Jérôme  Mr. Speaker, on November 17, Statistics Canada released data on urban greenness, and the news is good. With a score of 93%, Saint‑Jérôme came out on top in all of Quebec, and even in all of Canada. There is good reason to be happy with our community's efforts over the past few years.

Criminal Code  Madam Speaker, I would like to once again thank my colleague opposite. I share his opinion on that. I too believe that victims of domestic violence, harassment or sex crimes, among others, would fully agree most of the time or be enthusiastic about proceeding remotely. However, in committee, I realized to my great surprise that that is not always the case.

Criminal Code  Madam Speaker, I want to say what we often hear in question period, that I thank my colleague and commend her for her excellent work. What a great question. All joking aside, I completely agree with my colleague. She raised an important point. Her husband is a police officer. He experiences these types of situations.
